A Santeda brand

Rolletto is a casino and sportsbook operated by Santeda International B.V., the Curacao company (registration 151296) whose stable also runs MyStake, Velobet, Goldenbet, Cosmobet and Donbet. Ownership trackers record the group's Curacao Gaming Authority licence as OGL/2024/1798/1048. The shared corporate spine is not a footnote: the brands run on common infrastructure with broadly similar terms, so the payout frictions reported at one tend to recur across the family, and a regulator action against the parent colours the record of every brand it operates.

The record against the parent

Two entries frame the group's public record. In 2022 the Spanish regulator DGOJ fined Santeda International B.V. five million euros with a two-year ban for offering gambling in Spain without a licence, a primary enforcement decision by a national authority. In December 2025, industry press reported research by GAMRS, an independent monitoring body, alleging that the Santeda brands together form a black-market network with turnover above two billion pounds a year, drawing on testimony from 96 customers across the network. The Spanish fine is a regulator ruling; the GAMRS material is third-party research and must be read as allegation. Both concern the parent company rather than Rolletto alone, and this file presents them on that basis.

UK players and the restriction contradiction

The group's terms list the United Kingdom as a restricted territory, and Rolletto holds no UK Gambling Commission licence, so GAMSTOP does not block it and no UK dispute scheme covers it. Yet the GAMRS reporting alleges sustained marketing to British players, including people registered with GamStop, and UK players have publicly complained about the brand. If the amount is large

Two things tend to happen at once when a Rolletto balance gets large. The Rolletto account goes quiet on the commercial side, with a Rolletto host who replied in minutes now slow or silent, and Rolletto withdrawal caps that were irrelevant on a £500 / $650 payout suddenly shaping how long a £50,000 / $65,000 balance takes to leave. Where you are playing from

Four steps, in order, and they are the same wherever in the world you were playing from, because they attach to the Rolletto Curaçao licence. Complain in writing to Rolletto within six months of the incident (LOK Article 5.3: free, acknowledged within a week, answered by Rolletto within four weeks, extendable once by four weeks). Escalate to alternative dispute resolution, which the LOK requires a licensee to offer at its own expense and which the Authority requires to be run by a provider holding its certification, and which the Authority expects to run no longer than 90 days from the referral; a licensee that has engaged no certified provider is in breach of that requirement rather than exempt from it. Send a copy of the complaint to complaints@cga.cw, knowing the Curaçao Gaming Authority cannot mediate or order compensation but does use complaints to supervise licensees such as Rolletto. Then the Curaçao courts, which Article 5.5 requires a licensee to nominate in its gaming agreement and where a player’s claim against a licensee such as Rolletto is enforceable.

If you are in the United States

Online gambling in the United States is regulated state by state, and Rolletto holds no state licence, so no state regulator has authority over your Rolletto account or over the money Rolletto is holding. That is the point a bipartisan coalition of 50 state attorneys general put to the Department of Justice in August 2025, asking it to act against offshore platforms operating without proper licensure: enforcement, not a refund scheme for a Rolletto player. If you are in the EU

Austria and Germany are the two EU markets where courts have recognised a refund claim against an operator like Rolletto with no domestic licence. The Austrian Supreme Court settled it in 1 Ob 229/20p: no Austrian concession, no effective contract, stake repayable, which is what an Austrian Rolletto player relies on. In Germany the Court of Justice of the EU (Case C-440/23, 16 April 2026) confirmed that such restitution claims are compatible with EU law, which is the ground an EU Rolletto player stands on, on facts involving Malta-licensed operators rather than Rolletto; the Federal Court of Justice’s lead decision, I ZR 216/25, is pending after a hearing on 17 September 2026, so a German Rolletto claim is not yet settled law. The Netherlands is different: since the Hoge Raad’s ruling of 3 July 2026 an unlicensed operator’s contracts, those of Rolletto included, are not automatically void, so a Dutch Rolletto player has no automatic refund and only a case-by-case claim against Rolletto. Outside those three countries we have found no sourced domestic route against Rolletto, and against Rolletto the Curaçao route above applies.

If you are in Canada or Australia

Neither country offers a refund route against Rolletto. Canada: Ontario is the only province with a regulated private market, and its regulator and conduct body, the AGCO and iGaming Ontario, both say they cannot refund wagers or award compensation and deal only with Ontario-registered sites, not with Rolletto; the other provinces run monopolies and we have found no domestic route against Rolletto. Australia: the Interactive Gambling Act 2001 makes online casinos illegal to offer, ACMA takes complaints about breaches, and ACMA itself says Australian regulators cannot help if the provider withholds your Rolletto winnings and points you to the licensing authority abroad. If you are in the UK

In Great Britain any operator serving consumers needs a Gambling Commission operating licence regardless of where it is based, and Rolletto does not hold one, so nothing in that framework binds Rolletto. The consequences for a Rolletto player are practical: GAMSTOP only covers GB-licensed operators, so a self-exclusion did not block Rolletto; the ADR duty in the Commission’s licence conditions binds Commission licensees only, which does not include Rolletto, and IBAS adjudicates only against operators registered with it, so no UK adjudicator can hear a Rolletto dispute; and the Commission itself says it has no power to resolve individual complaints or recover money from Rolletto, though it takes reports of unlicensed sites at intelligencereports@gamblingcommission.gov.uk.
