What happened to Football Index

Football Index collapsed in March 2021. The platform was run by BetIndex Limited, a Jersey company holding a Gambling Commission remote betting licence, and it sold what it presented as 'shares' in professional footballers. Legally none of it was investing: each share was a bet lasting three years. On 5 March 2021 BetIndex announced a sharp cut to dividends, and because open positions drew their value from expected dividend income, portfolio values collapsed almost at once. On 11 March the platform suspended trading, BetIndex entered administration within hours, and the Gambling Commission suspended its operating licence the same day, with the Jersey Gambling Commission acting in parallel. ITV News reported that customers had around £124 million tied up in open bets.

Is anything still claimable today? The honest answer is: very little, and not by the routes most people expect. Following a High Court ruling in 2021 the administrators returned roughly £3.5 million of the £4.5 million held in the company's player protection account, based on account balances at the date of administration. Money staked on open positions was treated differently, because the terms classed it as unprotected, which left those customers as unsecured creditors in the insolvency with no assurance of any distribution.

There is no live licensee to complain to and no adjudicator with jurisdiction, so nothing here runs through the ordinary complaints route. What remains runs through the insolvency process, where deadlines apply and outcomes depend on what assets exist. The detail below is the factual record behind that position rather than a promise of recovery.

A stock market that was legally a bookmaker

Football Index launched in 2015 and marketed itself as a football stock market. Customers bought 'shares' in professional footballers and earned 'dividends' when those players performed well on the pitch or dominated media coverage. In legal terms none of this was investing: each share was a bet lasting three years, and the operator, BetIndex Limited, held a remote betting licence from the Gambling Commission. The stock market presentation encouraged customers to treat portfolios as holdings with lasting value, and many committed substantial sums on that basis. The gap between how the product looked and what it legally was sits at the centre of everything that followed.

Six days in March 2021

On 5 March 2021 BetIndex announced that dividends would be cut sharply, framing the change as necessary for the platform's sustainability. Because open positions drew their value from expected dividend income, portfolio values collapsed almost immediately. On 11 March 2021 the platform suspended trading altogether; within hours BetIndex entered administration and the Gambling Commission suspended its operating licence that same day, with the Jersey Gambling Commission acting in parallel. Trade press, citing court documents, later reported that administration had been planned days before the dividend change was announced, a sequencing that became a lasting grievance for customers who kept trading through that window.

Administration: what came back and what did not

BetIndex was registered in Jersey and administrators were appointed in late March 2021. The independent review, and the position today

An independent review commissioned by the government examined the regulation of BetIndex and reported in September 2021. It found that the company had not properly informed the Gambling Commission about the true nature of the product, at licensing or as it changed afterwards, and that the Commission could have scrutinised the novel product earlier and acted faster. For anyone still out of pocket, the honest position is this: there is no live licensee to complain to, so any remaining route runs through the insolvency process, where deadlines apply and outcomes depend on what assets exist. Nothing here promises recovery; treat this record as the factual foundation for realistic next steps.

If you are in the United States

The Great Britain licence behind Football Index does not travel to the United States. Online gambling there is regulated by each state, and this file does not record a state licence for Football Index, so no state regulator has authority over your Football Index account. A complaint to your state attorney general or consumer protection office records the dispute; the complaint that matters goes to Football Index itself, in writing, through its published procedure.

If you are in the EU

An EU player is outside the reach of the Football Index Great Britain licence, and the domestic position varies. Austria is settled: the OGH in 1 Ob 229/20p rejected a Gibraltar licence as a defence and held that contracts with a provider lacking an Austrian concession are ineffective, the stake repayable. Germany has the Court of Justice of the EU’s ruling in Case C-440/23 (16 April 2026) confirming restitution claims for stakes lost on prohibited games, on facts involving Malta-licensed operators rather than Football Index, with the BGH’s lead decision (I ZR 216/25, hearing 17 September 2026) pending. The Netherlands, since the Hoge Raad’s ruling of 3 July 2026, offers no automatic refund because unlicensed gambling contracts are not automatically void. For other EU countries we have found no sourced route against Football Index beyond the Football Index complaints procedure.

If you are in Canada or Australia

From Canada, the only regulated route is Ontario’s and it reaches Ontario-registered operators only: complain to Football Index, get a complaint number, then ask iGaming Ontario to review, knowing it cannot refund wagers or award compensation and that the AGCO cannot get your money back from Football Index. Whether Football Index is registered in Ontario is not something this page asserts, and the other provinces, all government monopolies, give no route we could source. From Australia, online casinos and sports betting without an Australian licence are banned under the Interactive Gambling Act 2001; ACMA takes complaints about breaches but says Australian regulators cannot help recover money withheld by an illegal service.

If you are in the UK

Three stages apply in Great Britain, and the Football Index licence makes them mandatory. First, a written complaint through the Football Index procedure, which has eight weeks to resolve it. Second, referral to the free ADR provider Football Index must name in its terms, available after eight weeks or on a deadlock letter; if that provider is IBAS, its adjudications bind registered operators up to £10,000 / $13,000. Third, court, a right that licence condition 6.1.1 says the Football Index terms cannot restrict. The Gambling Commission does not resolve individual complaints and cannot get your money back, so it is not a stage in the route.
