Licensed: the archived footer of cafecasino.lv names Arbol Media B.V. as licensed by the Curacao Gaming Authority under OGL/2024/670/0711, and the Curacao Gaming Authority's online licence register (3 September 2026, v2 edition) records that licence's status as Assessment in progress

Who operates Cafe Casino
Cafecasino.lv could not be read on 6 September 2026: the live site redirected to a /blocked page rather than returning its footer or terms. The entity statement given here instead comes from a Wayback Machine snapshot of the site captured 13 July 2026, read on 6 September 2026 in place of the live page. That archived footer states that Cafe Casino is owned and operated by Arbol Media B.V., a company incorporated under the laws of Curacao with company number 145739 at the registered address Kaya Richard J. Beaujon Z/N, Curacao, and licensed by the Curacao Gaming Authority to offer games of chance under licence number OGL/2024/670/0711. The Curacao Gaming Authority's own online licence register, in its 3 September 2026 v2 edition, carries that same licence number against Arbol Media B.V. and records its status using the word Assessment in progress, the term the register itself uses rather than a plain 'active' or 'expired'.
The same archived footer separately states that in some jurisdictions cafecasino.lv is instead operated by Arachis Media, registered under No. 11547 at Hamchako, Mutsamudu, Anjouan, Union of the Comoros, and that Arachis Media is licensed and regulated by the Anjouan Gaming Board and registered with the Anjouan Offshore Finance Authority. The footer does not say which jurisdictions fall under which name, and nothing read this wave reconciles the two. Arbol Media B.V. and Arachis Media are recorded here exactly as the archived footer presents them: two distinct operating names attached to the same domain, not one entity under two labels.
What could be read of the terms
Cafe Casino's terms of service could not be read this wave. Fetching the live homepage on 6 September 2026 found no terms link to follow, and a direct request for https://www.cafecasino.lv/terms found that the Wayback Machine has not archived that page, returning only its standard notice that the URL is not in its index. As a result, no withdrawal conditions, KYC or source-of-funds hold clauses, complaint window or route, governing law, dormant-account fee or maximum-win limit can be quoted or summarised for Cafe Casino here. Nothing in this section should be read as meaning the operator's terms are silent on these points, only that a readable copy of them was not available to check on 6 September 2026.
What could be found about player reports
Third-party review pages for Cafe Casino could not be read this wave. A request to AskGamblers' review listing for the brand, tried under both a hyphenated and a run-together version of the domain name, returned a page-not-found response each time, and a request to casino.guru's review page for the brand returned an access-forbidden response. Trustpilot and bitcointalk were not attempted, since both are known to block this kind of automated request. No attributed complaint themes, safety index, resolution rate or disputed-amount figures can therefore be reported for Cafe Casino from this wave's research. That is a statement about what could be retrieved and read on 6 September 2026, not a finding that no complaints exist against the brand.
Is Cafe Casino withholding a withdrawal?
The playbook for a stalled Cafe Casino payout is in what to do when a casino withholds your winnings. And if the amount at stake is large, a win Cafe Casino voided, a balance it confiscated or a payout it keeps deferring, our withheld winnings service explains which records to preserve and when a Cafe Casino file justifies specialist assessment.
What the record shows
Our research found no substantiated public regulatory or court action against Cafe Casino. This file reflects licence and status records only, and is not a suggestion of wrongdoing.
Is Cafe Casino legit?
The honest answer to "is it legit" has parts. Cafe Casino holds licence OGL/2024/670/0711 and is recorded as licensed under Curacao Gaming Authority (CGA). Nothing substantiated from a regulator or court sits on the Cafe Casino file. With no UK Gambling Commission licence recorded for it, GamStop does not cover it and no UK adjudicator can hear a dispute about it, which counts for more than any star rating once money is stuck. Holding a licence is no assurance that players are treated fairly. A Curaçao licence number can be checked against the CGA's official register using our free licence checker.
Complaints about Cafe Casino
No substantiated regulator or court action sits on file for Cafe Casino; day-to-day Cafe Casino complaints, typically stalled withdrawals, verification loops and bonus disputes, are recorded by independent complaints platforms rather than published by Curacao Gaming Authority (CGA).
A complaint about Cafe Casino should go to Cafe Casino itself first, in writing, through the complaints channel it publishes or its support address where it publishes none, with every reply kept. If Cafe Casino does not resolve it, escalation points at Curacao Gaming Authority (CGA), and in practice the pressure comes from the evidence your own records support. The sequence is set out in how to escalate a casino complaint.
What the licence requires
Cafe Casino is regulated by Curacao Gaming Authority (CGA) under licence OGL/2024/670/0711, and no UK Gambling Commission licence is recorded for it, so GamStop and the UK dispute-resolution framework do not apply. Read more on how Curaçao casino law works.
If you are trying to recover money
Because Cafe Casino is licensed in Curaçao and not by the UK Gambling Commission, no UK adjudicator can order a refund, so recovery runs as a claim built on Cafe Casino's own complaints process and contractual terms, taken forward with a regulated legal partner where the evidence supports it. Preserve your account evidence first, then see how gambling-loss recovery works, the evidence you need to recover losses, and how to escalate a casino complaint.
Search the Curaçao enforcement register for Cafe Casino first, because a published action against the licence is a fact your complaint can cite.
Two guides carry the detail for a Curaçao brand like Cafe Casino. Getting your money back from a Curaçao casino sets out the complaint order and what the regulator can realistically do about Cafe Casino. Where you had self-excluded with Cafe Casino and it kept taking deposits, read what a failed self-exclusion is worth. The free complaint route finder maps the order for you.
If the amount is large
A five or six figure balance at Cafe Casino is handled differently from a small one, and the Curaçao rules explain why. Under the Gaming Authority’s anti-money-laundering regulations of January 2025, Cafe Casino must carry out customer due diligence once your financial transactions reach NAf 4,000, roughly £1,700 / $2,200, counted cumulatively across every deposit and withdrawal since you opened the Cafe Casino account rather than transaction by transaction. Where that threshold is crossed because you asked to withdraw, the regulations require Cafe Casino to freeze the account completely until your documents reach Cafe Casino. They also set a limit the other way: if Cafe Casino has not received the information within 30 days of the threshold being reached, it must end the Cafe Casino relationship, and where no presumption of money laundering exists the funds are to be transferred to you. Higher-risk Cafe Casino accounts attract enhanced due diligence, which is where the Cafe Casino requests for source of funds and source of wealth come from, covering savings, employment income, property sales, dividends, inheritances and earlier gambling winnings. The Cafe Casino commercial treatment usually shifts alongside the compliance one: the Cafe Casino host who answered within minutes goes quiet, and Cafe Casino withdrawal limits that never mattered on a £500 / $650 payout start to govern a £50,000 / $65,000 one. Where the Cafe Casino account is frozen, the escalation route is set out under Where you are playing from.
Where you are playing from
Your country changes the domestic angles below; it does not change the route, which sits with the Cafe Casino Curaçao licence. First, a complaint to Cafe Casino within six months of the incident under LOK Article 5.3: acknowledgement within a week, a Cafe Casino ruling within four weeks, one written four-week extension at most. Second, alternative dispute resolution, which the LOK obliges a licensee to offer and to pay for, which the Curaçao Gaming Authority requires to be run by a provider it has certified, and which it expects to complete within 90 days of the referral; a licensee with no certified provider engaged has missed that duty rather than escaped it. Third, the Authority itself at complaints@cga.cw, which does not handle individual Cafe Casino disputes or order compensation but may act against the Cafe Casino licence where complaints point to a breach. Last, the Curaçao courts, which Article 5.5 requires a licensee to name in its gaming agreement alongside Curaçao law, with Article 15.3 removing the old bar on enforcing a player’s claim against Cafe Casino.
If you are in the United States
There is no state regulator standing behind Cafe Casino for a United States player: online gambling is licensed state by state and an offshore site like Cafe Casino holds no state licence, so nothing in state law reaches your Cafe Casino balance. In August 2025 a coalition of 50 state attorneys general asked the Department of Justice to block offshore platforms and their payment systems under the Unlawful Internet Gambling Enforcement Act, which is enforcement rather than a route to the money Cafe Casino holds. Your state consumer protection office or attorney general can log the Cafe Casino dispute. The route that reaches Cafe Casino itself is the one attached to the Cafe Casino licence: the Curaçao route above.
If you are in the EU
The EU is not one answer on Cafe Casino. Austria: the Supreme Court (1 Ob 229/20p) treats contracts with a provider that has no Austrian concession as ineffective, with the stake repayable, which is the route an Austrian Cafe Casino player takes. Germany: the Court of Justice of the EU, Case C-440/23 (16 April 2026), confirmed that a consumer may claim restitution of stakes lost with an operator like Cafe Casino on games prohibited in Germany, on facts involving Malta-licensed operators rather than Cafe Casino; the Federal Court of Justice has designated I ZR 216/25 as its lead decision and the ruling is pending after a hearing on 17 September 2026, so a German Cafe Casino claim is not yet settled law. Netherlands: the Hoge Raad decided on 3 July 2026 that operating without a Dutch licence does not make the Cafe Casino gambling contract void, so a Dutch Cafe Casino player gets no automatic refund, only claims against Cafe Casino for mistake or in tort on their own facts. Nowhere else in the EU have we found a sourced domestic route against Cafe Casino; against Cafe Casino it is the Curaçao route above that applies.
If you are in Canada or Australia
In Canada the only regulator with a player-dispute process is Ontario’s, and it reaches Ontario-registered sites only, so it does not reach Cafe Casino: the AGCO says it cannot get your money back from Cafe Casino and only assists with disputes about regulated sites, and iGaming Ontario has no legal relationship with unregulated operators and cannot refund wagers. Every other province runs a government monopoly, and we have found no domestic route against Cafe Casino there. In Australia the Interactive Gambling Act 2001 bans online casinos outright; ACMA accepts complaints about breaches but says plainly that Australian regulators cannot help if an overseas site such as Cafe Casino withholds your winnings, and points Cafe Casino players back to the licensing authority abroad. For Cafe Casino that means the Curaçao route above.
If you are in the UK
A UK player has no domestic adjudicator for a Cafe Casino dispute. The Gambling Commission says it is illegal to provide gambling to consumers in Great Britain without the operating licence Cafe Casino does not hold, wherever in the world the gambling is provided from, and Cafe Casino holds no such licence. So GAMSTOP, which covers only GB-licensed operators, never applied to Cafe Casino; the ADR requirement in the licence conditions, and IBAS, which adjudicates only against operators registered with it, do not reach Cafe Casino; and the Commission has no powers to resolve individual complaints or help consumers get money back from Cafe Casino, although it asks for unlicensed sites to be reported to intelligencereports@gamblingcommission.gov.uk. What reaches Cafe Casino is the Curaçao route above, the one attached to the Cafe Casino licence.

Common questions about Cafe Casino
Can I get my money back from Cafe Casino?
Possibly. Cafe Casino is licensed in Curaçao, outside the UK system, so no UK adjudicator can order a refund. Recovery instead works through the operator's own complaints process, the evidence your payment history supports, and where appropriate a regulated legal partner. The right route depends on your evidence, and our initial assessment is free and confidential.
Who operates Cafe Casino, and is it licensed?
Cafe Casino is operated by Arbol Media B.V., licensed in Curaçao, under licence OGL/2024/670/0711. It is recorded as licensed under Curacao Gaming Authority (CGA). This licence sits outside GamStop, so a GamStop self-exclusion does not block accounts held under it.
Does Cafe Casino accept UK players?
Cafe Casino's position on UK players is not clear-cut. The operator's terms of service could not be read: the live site returned no terms link when checked on 6 September 2026, and the Wayback Machine has not archived https://www.cafecasino.lv/terms, so no restricted-territories clause is available to quote here. Whichever applies, the licence in force when you played is what shapes the routes open to you.
Is there anything documented on file about Cafe Casino?
Our research found no substantiated public regulator or court action against Cafe Casino. This file reflects licence and status records only, and is not a suggestion of wrongdoing.
What should I do if Cafe Casino will not pay out or has frozen my account?
Preserve the evidence first: screenshot your balance, the stuck withdrawal, chat transcripts and emails, and save the terms as they read today. Then make one formal written complaint and escalate to the right authority or a regulated legal partner. Avoid closing the account or accepting a partial settlement before you have taken advice.
Will Cafe Casino know I contacted Clinton & Co?
No. Nothing is sent to any operator without your written consent. The first an operator hears of your case is a formal complaint you have approved.
Is Cafe Casino holding your money?
The sooner the evidence is preserved, the stronger the file. Our initial assessment is free and strictly confidential.
