Who operates BlackChip Poker

BlackChip Poker's own terms and conditions, read at https://www.blackchippoker.eu/poker-customer-support/terms-and-conditions/ on 7 September 2026, name the operating brand as Black Chip Poker, referred to throughout as "BCP". The governing-law clause of those terms states: "The Agreement and any matters relating hereto shall be governed by, and construed in accordance with the laws of Costa Rica and under the License issued under Curacao law International Processor Services, S.A. to offer services through www.stg.www.blackchippoker.eu." Beyond the domain it serves, that sentence names two things: the law of Costa Rica as the governing law for any dispute, and a licence said to be "issued under Curacao law" to an entity the clause itself calls International Processor Services, S.A. It does not name a Curaçao regulator, a licence number or a certificate reference of any kind, and it does not name a Costa Rica gaming regulator either. Because the sentence includes a Curaçao licence claim rather than pointing to a different regulator altogether, this page records the licence as unverified against the Curaçao register.

A search of the Curaçao Gaming Authority register's 3 September 2026 edition for "Black Chip", "BlackChip" and "International Processor Services" returned no matching row for any of the three names. BlackChip Poker's home page, read at https://www.blackchippoker.eu/ on 7 September 2026, states in its own promotional copy that visitors can "Play on a trusted poker site since 2001" but its footer names no regulator, licence number or corporate entity, reading only a copyright line and a set of internal menu links. No other brands are named anywhere on the site as sharing the entity given in the governing-law clause. A separate domain once associated with this brand, www.blackchippoker.com, now resolves to a parked-domain marketplace page operated by Above.com and carries no operator content of any kind, so nothing from it is treated as a statement by BlackChip Poker.

What the terms allow BlackChip Poker to do

The terms and conditions read at BlackChip Poker's own customer-support pages on 7 September 2026 set several conditions that matter to a player chasing a withdrawal or a complaint. On withdrawals, the terms state: "To qualify for a withdrawal of any funds (including initial deposit balances, sportsbook winnings, or casino payouts), all account holders" and, after the words "regardless of primary gaming vertical" set off by dashes in the original, continue "must generate accumulated poker rake (or paid tournament fees) equal to at least ten percent (10%) of their total cumulative deposit value prior to withdrawal authorization." A following clause adds that sportsbook or casino wagering does not count toward, reduce or substitute for that 10% poker-rake requirement, so a balance built up outside poker play can stay blocked from withdrawal.

On identity checks, the terms state: "You acknowledge that, prior to payment of any account balance to You, BCP, in its discretion, may require You to e-mail in a copy of any payment means used to facilitate funding of deposits and execute a written acknowledgement of any deposits funded by any payment means, including stored value cards, debit cards, or credit cards." No timeframe is given for how long such a check may take before a balance is released.

On complaints, the terms state: "The Poker Room requires that all controversies or disputes be reported by email," and separately that "Any controversy or dispute among any Players or between one or more Players and the Poker Room shall be settled by the Poker Room whose decision shall be final and binding in all respects." No named complaints body, deadline or external review route is given anywhere in the document.

On governing law, the terms state: "The Agreement and any matters relating hereto shall be governed by, and construed in accordance with the laws of Costa Rica and under the License issued under Curacao law International Processor Services, S.A. to offer services through www.stg.www.blackchippoker.eu," and go on to give the courts of Costa Rica exclusive jurisdiction over any claim or dispute arising under the agreement.

On dormant accounts, the terms state that BCP "shall be entitled to suspend any User account which has not had any log in activity or game play for the prior 12 months period," after which any balance is held in a pooled suspense account for 60 days, and any amount still unclaimed after a further 3 months without a login "shall escheat to BCP as an Access Fee and compensation for account maintenance and having provided User access to the Games during the 12 months prior to the Holding Period."

On restricted territories, the terms state: "Residents of Australia and Australian Territories, Belgium, Slovakia, Estonia, France and French Territories, Germany, Israel, Italy, Korea (North), Korea (South), Netherlands and Netherlands Territories, Spain, Sweden, and Turkey are not permitted to view this site or use any of the games accessed through software downloads provided hereby." The United Kingdom is not named in that list. The full terms text was searched for "maximum win", "max win" and "winning limit"; none of those phrases appear anywhere in the document, so no maximum-win-per-bet clause can be quoted here.

Under Article 5.3 of the LOK, the National Ordinance on Games of Chance, you can complain to BlackChip Poker free of charge within six months of the incident; BlackChip Poker must acknowledge within a week and rule within four weeks, extendable once by four weeks. If that fails, the LOK requires a licensee to offer alternative dispute resolution at its own expense, and the Curaçao Gaming Authority requires that provider to be one it has certified, on a timetable it expects to run no longer than 90 days from the referral. A licensee that has not engaged a certified provider has fallen short of that requirement rather than been released from it. The Authority does not mediate the BlackChip Poker dispute or order compensation, but a complaint to complaints@cga.cw feeds its supervision of the BlackChip Poker licence. Beyond that, Article 5.5 requires a licensee to provide a clause submitting the gaming agreement to Curaçao law and any dispute to the Curaçao courts, and Article 15.3 makes a player’s claim against a licensee such as BlackChip Poker enforceable there.

If you are in the United States

No state regulator can take up a BlackChip Poker dispute, because BlackChip Poker holds no state licence and online gambling in the United States is regulated state by state, which leaves the BlackChip Poker account outside every state system. A Canadian player outside Ontario has no sourced domestic route against BlackChip Poker: the other provinces run government monopolies, and Ontario’s own bodies reach Ontario-registered sites only.
