Licensed: 1xbet.com is named on the Curacao Gaming Authority certificate of operation for Caecus N.V. and appears among the 17 approved domains on licence OGL/2024/1262/0493, which row 453 of the 3 September 2026 CGA online register carries as a B2C licence, company registration 163779, issued 24 December 2025, expiry N/A, status Indefinite. The certificate of operation and the CGA B2C certificate both date the licence to 07/11/2024, while the register row gives the issue date as 24 December 2025.

Who operates 1xBet

The licence behind 1xbet.com stands up to a register check. The Curacao Gaming Authority's certificate of operation, reached through the validator seal printed in the operator's own footer, certifies that 1xbet.com is operated by Caecus N.V., a company incorporated under the laws of Curacao with company number 163779, under licence OGL/2024/1262/0493. The CGA's Certificate B2C for that same licence number names Caecus N.V. and company number 163779 again and lists seventeen approved domains, 1xbet.com among them, alongside 1x-bet.com, 1-x-bet.com, 1x001.com, 1xbet-max.com, 1xbet.lat, 1xcasino.com and a set of regional 1xcasino hosts. Row 453 of the CGA online register edition of 3 September 2026 carries the same licence as B2C against Caecus N.V. and registration 163779, with an issue date, no expiry date, and the status Indefinite. The operator's own footer, in the most recent server-rendered copy that exists, the Wayback capture of 21 January 2025, states the same entity, the same company number and the same licence number. Entity, number and regulator all match, which is why this file is marked verified.

Four details around that verified core are recorded here as facts rather than reconciled into a conclusion. First, the regulator is named three ways: the archived footer says the operator is licensed by the Curacao Gaming Control Board, the certificate of operation says the Curacao Gaming Authority, and the Certificate B2C says the Curacao Gaming Control Board again. Second, the governing ordinance is named three ways: the footer cites the National Ordinance on Offshore Games of Hazard of 1993, the certificate of operation cites the National Ordinance on Games of Chance (P.B. 2024, no. 157), and the Certificate B2C cites the same 2024 ordinance under its Dutch abbreviation. Third, the dates do not line up: the footer and the certificate of operation both give a grant date of 07/11/2024 and the Certificate B2C says licensed since 07/Nov/2024, while the register row gives an issue date of 24 December 2025. Fourth, the status vocabulary differs: the certificate of operation says the current status is Active, and the register says Indefinite. The validator seal on the operator's own site still points at cert.gcb.cw, the former Gaming Control Board host, which now redirects to the CGA host and serves the current certificate.

The group's older name is a separate matter and belongs on the record. The company named in the Dutch regulator's penalty decision, and the company a Curacao court declared bankrupt in May 2022 as reported by CasinoNieuws.nl, is 1X Corp N.V. (written 1xCorp N.V. in the bankruptcy report), not Caecus N.V.; both items are set out in full in the recorded issues on this page. Neither 1X Corp nor 1xCorp appears anywhere in the CGA register edition of 3 September 2026, and neither returns a result on the Gambling Commission's business register. The archived footer names two payment agents, Exidna Enterprises LTD and Evrianassa Enterprises LTD, printing their company numbers with a Cyrillic prefix in place of the Cypriot one, so the company that received your deposit may not be the company on the licence, which is worth establishing before a dispute starts. Exinvest Limited, the Cyprus company named alongside 1X Corp N.V. by the Dutch regulator, is not one of those two agents. The brand year and the licence year are two different things and are recorded here as such: casino.guru and AskGamblers both print 2007 as the year the brand was established, and trade press reported in April 2026 that the brand was founded in 2007 and is headquartered in Cyprus, and that a Brazilian licence was announced in February 2026. Those are review-site and press statements, not register entries, and they sit beside a Curacao licence the certificates date to 2024 and the register row dates to 2025. On the record read here, none of betwinner.com, melbet.com or megapari.com appears on the Caecus N.V. approved domain list, so nothing on this page says those brands share an operating company with 1xBet.

What the site publishes, and what could not be read

Most operator files on this site quote the operator's own clauses back at it. This one cannot, and the reason is worth stating plainly, because it changes what a player can do. On 4 September 2026 a request to 1xbet.com from a United Kingdom connection returned the operator's block page, with the served data object recording the geo code GB. The same block page came back from every approved mirror tested, from the regional hosts, and, through a reader proxy resolving in the United States, from an address there too; the visible wording of that page begins "Access denied!" and asks the reader to check whether their country is on the operator's banned list or to check the status of their VPN.

The legal documents are listed but not served. The rules index at 1xbet.com/en/information/rules is server rendered and names eight documents: Terms of Service, Accounts, Payouts and Bonuses, KYC Policies, Anti-Money Laundering, Dispute resolution, Fairness and RNG Testing Methods, Privacy and Management of Personal Data, and Responsible Gambling. Every one of those was requested individually and returned navigation only, because each document's body is injected by client-side script and is absent from the served HTML. The Wayback Machine holds no capture of any of the current legal URLs, and the only archived English rules pages are 2019 to 2023 captures of the old numbered paths whose body text is missing for the same reason. So no clause number, no verbatim term, no version or effective date, no complaint window and no governing-law clause is quoted anywhere on this page: none could be read.

What the operator does publish, it publishes thinly. The contacts page is server rendered and prints five 1xbet-team.com addresses, among them info-en@1xbet-team.com and security-en@1xbet-team.com, and the telephone number +44 127 325-69-87. It carries no company name, no registered address, no registration number and no licence number. The archived footer of 21 January 2025 is the only place the operator's own licence statement could be read at all, and it records that registration requires acceptance of a Responsible Gaming Agreement including its gaming terms, which it says contain important limitations and restrictions. Anyone in dispute with 1xBet should therefore save every page they can still reach while they can reach it: the account statement, the payout request, the verification correspondence and any terms shown to them at registration are, in practice, the only version of the contract that will be available later.

Withdrawal delayed or refused

A 1xBet withdrawal pending for weeks cannot be measured against the operator's own payout clause, because that clause could not be read. 1xbet.com serves a block page to United Kingdom and United States connections, and every document on its rules index loads its body through client-side script, so no terms text is served. What is on record is third party. casino.guru, which says it read the operator's terms, carries a standing warning that the casino uses unreasonable excuses not to pay out winnings; its counters on that page read All(415) Opened(27) Unresolved(8) Resolved(107) Rejected(273). The complaint titles it lists describe withdrawal of winnings delayed, approved withdrawals cancelled, and withdrawals delayed after a document request or pending verification. Reviews published on Trustpilot describe money paid in through local payment rails that never reached the account, with support tickets left showing in progress for weeks, and cash out requests on named local wallets left unpaid. A rejected submission published on AskGamblers describes a bank deposit the player says was never credited, and documents refused as insufficient proof of the transfer.

Account blocked or frozen

Blocked and closed 1xBet accounts appear among the titles on the public complaint pages, and the operator's own suspension wording could not be read, so no clause is quoted. Complaint titles listed on casino.guru include an account closed after a deposit and an account closed with funds confiscated. Reviews published on Trustpilot describe accounts restricted or blocked during KYC verification with the balance unavailable throughout, blocks described as running for months, and stake limits cut to zero. Verification stuck part way through appears in the complaint titles themselves: casino.guru lists a withdrawal delayed following a document request and a withdrawal delayed pending verification. AskGamblers displayed the message that the casino is restricted in your country to a United Kingdom connection on 4 September 2026, so the site and the account can be out of reach at once. If your 1xBet account is suspended, ask in writing which term was applied, request the full transaction history and the balance at the moment of closure, and record every date, including the date any VIP or account manager stopped replying. Screenshots matter more than usual here, because the published terms cannot be retrieved from outside the regions the operator serves.

Winnings voided or confiscated

Confiscated winnings are the theme casino.guru flags hardest. It lists four of the operator's terms as unfair, printed there as "Players claiming one too many bonuses risk losing their winnings", "Common bonus hunting strategies may be seen as a serious T&C violation", "Low-risk play may lead to winnings being confiscated" and "Detection of some betting techniques while wagering bonuses may result in confiscated winnings". Those are casino.guru's readings of terms it says it read, not text taken from the operator: the underlying documents are client rendered and are not served to this connection, which is why no clause number appears on this page. Complaint titles listed on the same review page describe winnings confiscated, approved withdrawals cancelled and accounts closed with funds confiscated. Under the Curacao regime a licensee is required to verify player identity, so a source of funds request on a large win is within what the licence allows. What can be tested is whether it was raised only after the win, whether the documents demanded were ones the player could realistically produce, and whether the stated ground for voiding matches anything the operator published. Keep the notice you were sent, whatever wording it used.

Site not responding or gone dark

1xBet has not gone dark, but it may well be dark to you, and the difference matters. The brand is live and 1xbet.com sits among seventeen approved domains on the CGA certificate, so a change of domain is not a closure. From a United Kingdom connection, though, 1xbet.com, its approved mirrors and the regional hosts all redirected to the operator's block page on 4 September 2026, and the same template came back to a United States address, opening "Access denied!" and asking the reader to check whether their country is on the banned list. An account you can no longer open is not necessarily an account that has been closed. The silence players describe is a separate thing. Reviews published on Trustpilot describe support tickets left showing in progress for weeks and messages that go unanswered, and casino.guru's counters show 27 complaints open and 8 unresolved. The contacts page publishes info-en@1xbet-team.com and security-en@1xbet-team.com and the number +44 127 325-69-87, and carries no company name, address or licence number. A dated written complaint to a published address, naming the payout you requested and the date you requested it, is what turns a stalled chat into a record a regulator can read.

The Netherlands Kansspelautoriteit imposed a penalty of EUR 400,000 on 1X Corp N.V. (Curacao) and Exinvest Limited (Cyprus) for offering online games of chance without a licence to Dutch consumers through 1xbet.com, xbet-1.com and at least 83 other gambling websites in the period 16 February 2018 to 26 July 2018, in breach of article 1(1)(a) of the Wet op de kansspelen. The decision document is dated 4 January 2019 under reference 12924/01.046.245, and the public version carries reference 12924/01.047.552 of 25 February 2019. The regulator's case page records that the appeal against the decision on objection was withdrawn and that the decision is now final. The decision names 1X Corp N.V. and Exinvest Limited; it does not name Caecus N.V., the company that holds the Curacao licence for 1xbet.com today.

CasinoNieuws.nl reported on 10 May 2022 that the Joint Court of Justice of Aruba, Curacao, Sint Maarten and of Bonaire, Sint Eustatius and Saba ruled on 6 May 2022 in favour of Stichting Belangenbehartiging Gedupeerden Online Kansspelen and declared 1xCorp N.V., described in the report as the parent company of 1xBet, bankrupt, with a trustee appointed. The report records an earlier first-instance bankruptcy in late November 2021 that was annulled about two weeks later, and then the appeal. The judgment itself, case numbers CUR202102360, CUR202103782 and CUR2022H00366, was downloaded for this check but carries no text layer, so its wording could not be read and the item is recorded as press reported. It names 1xCorp N.V., not Caecus N.V., and neither 1X Corp nor 1xCorp appears in the CGA register edition of 3 September 2026.

"Legit" needs unpacking. 1xBet holds licence OGL/2024/1262/0493 and is recorded as licensed under Curacao Gaming Authority (CGA). Our file records 2 documented items about 1xBet, set out above with their sources. No UK Gambling Commission licence is recorded for it, so GamStop and the UK dispute framework do not apply, which matters more than any review score if something goes wrong. casino.guru, whose review page was read on 4 September 2026 and is marked last updated 08/2026, gives 1xBet a Safety Index of 7.4, which it describes as above average, while describing user feedback as bad across 65 user reviews. It carries a standing warning on the page, in its own words, that the casino "uses unreasonable excuses not to pay out winnings", with the explanation that the casino seems to be looking for any excuse not to pay out players' winnings. Its counters on the same page read All(415) Opened(27) Unresolved(8) Resolved(107) Rejected(273), while another line on the page states that it currently holds 47 complaints about this casino in its database carrying 30,109 black points; both are reproduced as printed, and they are two different counters. The complaint titles it lists run to a consistent set of shapes: an account closed after a deposit, withdrawal of winnings delayed, winnings confiscated, approved withdrawals cancelled, a withdrawal delayed following a document request, an account closed and funds confiscated, a withdrawal delayed for months, and a withdrawal delayed pending verification. casino.guru also flags four of the operator's terms as unfair, among them that low-risk play may lead to winnings being confiscated and that detection of some betting techniques while wagering bonuses may result in confiscated winnings; those are casino.guru's readings of terms it says it read, not text this file could retrieve.

Reviews published on Trustpilot, read through a reader proxy on the same date, describe money paid in through local payment rails that never reached the account, with support tickets left showing in progress for weeks; withdrawals delayed on named local wallets; accounts restricted or blocked during verification with the balance unavailable throughout; blocks described as running for months; and stake limits cut to zero. Trustpilot's own top mentions on the page cover payment, customer communications, refunds, complaints, support staff and the application. One reviewer, asking where the Curacao regulatory seal is, records the operator's own statement that 1xbet.com is operated by Caecus N.V. under licence OGL/2024/1262/0493. The reviews use stronger words than this file adopts, and the themes above are deliberately paraphrased; the TrustScore and total review count could not be read and are not reported.

AskGamblers, read the same day, prints Caecus N.V. as the company, 2007 as the year established and the Curacao Gaming Control Board as the licensing body, which is the older regulator name rather than the one on the CGA certificate of operation. It shows a CasinoRank of 2.9 out of 10 against a player rating of 8.2 out of 10 from 528 reviews, a gap worth noticing in itself. Its complaint index for the brand carries submissions on both the casino and sportsbook sides; the most prominent one, marked Complaint Rejected, describes a bank deposit the player says was never credited, documents supplied on request, and the claim refused on the ground that the documents did not prove the transfer. The page itself displayed the message that the casino is restricted in your country to a United Kingdom connection. All of these are attributed player reports, not findings by any regulator.

A complaint about 1xBet should go to 1xBet itself first, in writing, through the complaints channel it publishes or its support address where it publishes none, with every reply kept. If 1xBet does not resolve it, escalation points at Curacao Gaming Authority (CGA), and in practice the pressure comes from the evidence your own records support. What the licence requires

1xBet is regulated by Curacao Gaming Authority (CGA) under licence OGL/2024/1262/0493, and no UK Gambling Commission licence is recorded for it, so GamStop and the UK dispute-resolution framework do not apply. Read more on how Curaçao casino law works.

Since the National Ordinance on Games of Chance (the LOK) came into force on 24 December 2024, Curaçao licences are issued directly by the Curaçao Gaming Authority, which requires licensees to verify player identity, operate responsible-gaming measures and publish a complaints procedure. What it lacks is the UK layer: no GamStop participation, no Gambling Commission oversight and no UK dispute-resolution requirement. That gap changes where the pressure points are; it does not remove them.

If the amount is large

A five or six figure balance at 1xBet meets a documentation problem before it meets a clause. No withdrawal cap, win cap or payout schedule published by the operator could be read for this page: the legal documents on its rules index load their bodies through client-side script, and the site does not serve them to a United Kingdom or United States connection. The only figures on record are third party and they do not agree with one another. casino.guru prints unlimited withdrawal limits with no win limit in one table on its review page, and "Withdrawal limits: Not limited for EUR" with win limits unknown in another table on the same page. Treat a £50,000 (about $65,000) or £150,000 (about $195,000) balance, then, as governed by terms you have not seen, and get them in writing before you argue about them. Under the Curacao regime the licensee is required to verify identity, so a source of funds request on a large win is within what the licence allows; the questions are timing, proportionality, and whether the account was restricted at the same moment the request went out. A VIP or account manager who stops replying once a large cash out is requested should be documented rather than chased: save the chat, note the dates, and keep the last balance you saw. Where you are playing from

Four steps, in order, and they are the same wherever in the world you were playing from, because they attach to the 1xBet Curaçao licence. Complain in writing to 1xBet within six months of the incident (LOK Article 5.3: free, acknowledged within a week, answered by 1xBet within four weeks, extendable once by four weeks). Escalate to alternative dispute resolution, which the LOK requires a licensee to offer at its own expense and which the Authority requires to be run by a provider holding its certification, and which the Authority expects to run no longer than 90 days from the referral; a licensee that has engaged no certified provider is in breach of that requirement rather than exempt from it. Send a copy of the complaint to complaints@cga.cw, knowing the Curaçao Gaming Authority cannot mediate or order compensation but does use complaints to supervise licensees such as 1xBet. Then the Curaçao courts, which Article 5.5 requires a licensee to nominate in its gaming agreement and where a player’s claim against a licensee such as 1xBet is enforceable.

If you are in the United States

A request routed through a reader proxy from a United States address on 4 September 2026 received the operator's own block page, and casino.guru's review page carries the line that access from South Carolina is blocked and VPN use is forbidden, so the dispute route runs through the Curacao licence.

If you are in the EU

The Netherlands is the one EU state with a documented record here: the Kansspelautoriteit penalty against 1X Corp N.V. and Exinvest Limited concerns offering to Dutch consumers without a licence, and CasinoNieuws.nl reported on 10 May 2022 that 1xBet was no longer reachable from the Netherlands and that Dutch players were told they are not welcome. No 1xbet domain appears on the Belgian Gaming Commission's list of blocked illegal gambling sites, read 4 September 2026, and for other EU states no operator clause could be read, so the route is the Curacao one.

If you are in Canada or Australia

In Australia, no 1xbet, 1x-bet, 1xcasino or 1x001 domain appears on the ACMA list of blocked gambling websites, read in full at 1,671 domains on 4 September 2026. In Canada, 1xBet is not among the operators published on the iGaming Ontario list, so the Ontario complaint route does not apply, and the regional host ca.1xbet.com returned the same block page to our own connection, which was a United Kingdom one and so says nothing about access from Canada.

If you are in the UK

1xbet.com serves a block page to United Kingdom addresses, the page's own server data recorded the geo code GB on 4 September 2026, and the Gambling Commission's business register returned no results for 1xbet, exinvest or caecus on the same date, so there is no Great Britain operating licence, no GamStop coverage and no domestic dispute route. A Commission response to a freedom of information request about 1xBet, dated 2024, was recorded as Information withheld, the Commission neither confirming nor denying that it holds anything and citing the section 31(3) law enforcement exemption, so the route is the Curacao one.
