Who operates Melbet

Section 1 of Melbet's General Terms states that the website is operated by PELICAN ENTERTAINMENT B.V., a Curacao company with Company Number 134359, registered at 1, Dr. H. Fergusonweg, Willemstad, and licensed by the body it calls the Curacao Gaming Control Board under licence number OGL/2024/561/0554. That claim checks out. The CGA certificate portal returns a Certificate B2C for Pelican Entertainment B.V., the same company number and the same licence number, and it lists melbet.com among eleven approved domains. The CGA online register of 3 September 2026 carries the licence at row 445 in the same name, as a B2C licence against company registration 134359, with status Indefinite. Three independent documents agree on the entity and the licence number, and each of them names a Curacao gaming regulator, which is why this file is marked verified rather than merely claimed.

Four details sit alongside that verified core and are recorded here as facts rather than conclusions. First, the dates do not match: the operator's terms say the licence was granted on 15/11/2024 and the certificate says licensed since 15/Nov/2024, while the register, in both its 27 August and 3 September 2026 editions, gives an issue date of December 24, 2025. Second, the regulator is named three ways: the operator and the certificate both say Curacao Gaming Control Board, the register is headed Curacao Gaming Authority, and casino.guru records the licence as issued by the Curacao Gaming Authority. Third, the two documents cite different statutes, the terms naming the National Ordinance on Offshore Games of Hazard and the certificate the National Ordinance on Games of Chance (LOK). Fourth, and most practical for a player, none of this appears on the site: two reads of melbet.com on 4 September 2026 found no operating company, no registration number, no licence number, no regulator name, no registered address and no CGA validator link anywhere in the footer or the visible page text. The only place the operator identifies itself is the rules document.

Two further entity points are worth fixing before a dispute starts. The terms name two Cypriot companies, Edric Ltd (HE 446653) and Faren Ltd (HE 446654), both at Demosthenes Severis 23, Nicosia, as payment agents acting on behalf of Pelican Entertainment B.V., and Trustpilot lists the company's contact country as Cyprus, so the entity that received your deposit may not be the entity on the licence. And a third-party claim in circulation, that Melbet's Curacao licence is held by Prevailer N.V. under registration 163631, is not supported by anything read here: the operator's own document names Pelican, and the register's Prevailer B.V. row is a different licence number, a different registration number and a different status.

What the terms allow Melbet to do

The General Terms carry no version number and no effective date. The only dated stamp in the 159-page document is inside section 26, Responsible Gaming, which reads "Last updated: 31.03.2025". The wording below was taken from the operator's own PDF of the rules on 4 September 2026, because the on-site rules pages render client side and returned only navigation.

On money leaving the account, the clock and the conditions pull in opposite directions. Clause 5.2.12 allows a maximum of seven business days to process a withdrawal request depending on the payment method, and clause 1.10 says winnings are paid within 30 calendar days of the official publication of the result on the bet slip. Clause 5.2.10 then lets the company start a verification of a customer's payments on its own initiative, block the account for financial procedure purposes while that runs, and, under the terms of some payment systems, take up to 180 days. Documents requested during a withdrawal must be supplied within one month, and clause 5.2.12 states that failure to do so may lead to suspension of the withdrawal process and potential forfeiture of the funds. Clause 5.1.3 adds video verification: up to 72 hours to check documents, five business days for a video-conference outcome, up to 14 business days for video materials, and, where the customer does not attend within 30 calendar days, a block on the account and settlement of betting activity at a coefficient of 1.0, which returns stakes and cancels winnings. Withdrawals must go back to the same payment details used to deposit, in proportion to each method, and all instruments must be registered in the customer's name.

On closure and confiscation the grounds are wide. Clause 1.9 lets the company refuse a bet from any individual without giving a reason, and section 30.5 allows suspension or termination without prior notice where it considers a material term breached. Clause 5.1.1 permits one account per customer and one per family, address, e-mail, IP address, card or e-wallet. Clauses 5.1.3 to 5.1.5 and 5.3.6 to 5.3.8 list duplicate registration, forged or edited documents, doubts about identity, refund or rake abuse, a card that is not the customer's own, betting with knowledge of the result, syndicate betting, bonus collusion and automated software, and allow the company to cancel all winnings and refund the balance as it stood at the start of the investigation. Section 27.6 allows pending payments to be cancelled and funds retained or forfeited where falsified documents or misrepresentation are suspected. Sections 25 and 27 allow enhanced due diligence, and requests for source of funds or source of wealth, once cumulative deposits or withdrawals reach a threshold the terms do not print.

Three clauses shape any dispute. Section 24 gives a free complaints procedure with a six-month window from the incident, a PDF form sent to complaints@melbet.com, acknowledgement within seven days and a final response aimed at four weeks, extendable once, with escalation above 500 EUR (about £430 / $540) to the alternative dispute resolution body CADRE B.V. of Scharlooweg 39, Curacao. Clause 30.3 puts the contract under Curacao law with the exclusive jurisdiction of the Curacao courts. Clause 30.2 matters to anyone considering a funded or assigned claim: the customer may not assign the agreement or any right under it without the company's prior written consent, while the company may assign its own rights to a third party without asking.

Melbet outside Curacao, and what the group facts do and do not show

Melbet's Curacao certificate approves eleven domains, and the shape of that list says something about where the brand sells: melbet.com, melbet.org and melbet.mobi, melbetghana.com, astekbet.com, and six Canadian addresses (melbet-ca.com, .net and .org, melbet-canada.com, .net and .org). astekbet.com sits on the same certificate and is therefore, on the register's own face, run by the same licensee. Against that, the operator's own clause 5 shuts the door on ten territories, and the site enforces some of that in software: on 4 September 2026 a British connection to melbet.com, melbet.org, melbet.mobi, melbet-ca.com and melbetghana.com was redirected to a block page, and a United States connection returned "Access denied! This website is not available in your country."

Two regulator items are on the record, both reported by trade press rather than read at the regulator. Sri Lanka's Gambling Regulatory Authority, created under the Gambling Regulatory Authority Act of 2025, asked the country's telecommunications regulator in August 2026 to have 24 gambling domains operating without a Sri Lankan licence blocked, and melbet.com is on the printed list. In Uganda, a National Lotteries and Gaming Regulatory Board notice of 5 January 2026 is reported to have recorded that Fox Bet Limited, trading as MelBet, ceased to hold a licence from 1 January 2026 and to have told players to withdraw remaining funds without delay; that notice names a Ugandan licensee, not Pelican Entertainment B.V., and no public record read here connects the two companies. Where searches were completed they came back empty: melbet.com and its mirrors are not on the Belgian Gaming Commission's blocked list, the Curacao Gaming Authority's own public warnings page carries no Melbet or Pelican item, the Kansspelautoriteit search returned no results, and the AGCO search returned no matching rows. No court judgment, insolvency filing or receivership naming Pelican Entertainment B.V. was located.

The 1xBet question comes up often enough to answer plainly. The only source read here that addresses it is an OSINT investigation published by Molfar with AIN journalists in September 2022, which states that the Ukrainian company POINTLOTO LLC, formerly MELBET LLC, is connected to 1xBet on the basis of shared hosting and Russian trade-mark ownership. That investigation concerns Ukrainian and Russian corporate entities and does not name Pelican Entertainment B.V. or the Curacao licence behind melbet.com. So the position on the record is this: no register entry and no regulatory document read here ties melbet.com's licensee to the licensee behind 1xBet, Betwinner or Megapari. Those files are cross-linked on this site because players compare them, not because a corporate relationship has been established.

Withdrawal delayed or refused

A Melbet withdrawal pending for days is usually sitting behind the operator's verification rules rather than a payment queue. Clause 5.2.12 allows a maximum of seven business days to process a request depending on the payment method, and clause 1.10 pays winnings within 30 calendar days of the official publication of the result on the bet slip. Clause 5.2.10 then reserves something much larger: the company may start a payment verification on its own initiative, the account "may be blocked for financial procedure purposes" while it runs, and under some payment systems "the verification procedure can last up to a maximum of 180 days". Three clauses let it refuse the payout outright. Clause 5.2.3 covers deposits made through e-payment systems, clause 5.2.11 covers a cash out requested before any bet was placed, and clause 5.2.12 covers amounts inconsistent with the bets placed, requiring every deposit to have been staked at odds of at least 1.1. Clause 5.2.5 adds that money must return to the same payment details it came from, proportionately across methods. Complaints published on AskGamblers describe payouts declined or repeatedly rejected, documents submitted with the withdrawal still pending, and one cash-agent payout described as pending for over 140 days.

Account blocked or frozen

Melbet can suspend or close an account before it explains why. Clause 1.9 lets the company refuse a bet from any individual "without giving a reason", and section 30.5 allows suspension or termination "without giving you prior notice" where it considers a material term breached, with notice provided afterwards. Clause 5.1.1 permits one account per customer and one per family, address, e-mail address, IP address, card or e-wallet, and duplicate activity is one ground the operator gives publicly: an operator reply published on Trustpilot and read on 4 September 2026 states that an account "has been blocked in accordance with our security procedures" over multiple-account activity identified by device and account usage patterns, and adds that "the amount withdrawn exceeded the total amount deposited". Clause 5.1.8 blocks any account inactive for three months, with reactivation through security@melbet.com. Clause 5.1.3 lets the company call a video conference and, where the customer does not attend within 30 calendar days, block the account and settle the betting at a coefficient of 1.0, which returns stakes and cancels winnings. Complaints published on AskGamblers describe accounts closed with deposits withheld and restrictions imposed with the payout denied; reviews published on Trustpilot describe accounts blocked after a win, verification stuck in a loop, and no explanation given.

Winnings voided or confiscated

Cancelled winnings at Melbet usually rest on clauses 5.1.3 to 5.1.5 and 5.3.6 to 5.3.8, whose grounds include duplicate registration or re-registration under a new name, forged or edited documents, doubts about identity, a bank card that is not the customer's own, betting with knowledge of the result, bonus collusion and automated software. The stated outcome is wide: the company may block or close the account, treat bonuses, free bets and the winnings from them as "void and lost to you", and at its sole discretion cancel all winnings and refund the balance as it stood at the start of the investigation. Section 27.6 lets it cancel pending payments and "Retain or forfeit funds where permitted under applicable law or regulation" where falsified documents are suspected, and the bonus rules forfeit bonuses and winnings where KYC documents are not produced. Two ceilings sit beside that. Clause 1.4 caps winnings from one bet at 60,000 "or the equivalent in a different currency", while casino.guru's review records the withdrawal limit as Unlimited with no win limit. Clause 7 is separate again: where the company finds a customer resides in a forbidden territory, it may close the account and return the balance less any winnings credited after the most recent deposit.

Site not responding or gone dark

Melbet has not gone dark. melbet.com is live and is one of eleven approved domains on Pelican Entertainment B.V.'s CGA certificate, alongside melbet.org, melbet.mobi, melbetghana.com, astekbet.com and six Canadian addresses, so a redirect to another domain is not a closure. What players meet is silence, and in some countries a wall: on 4 September 2026 a British connection to melbet.com and four mirrors was redirected to a block page, and a United States connection returned "Access denied! This website is not available in your country." Being locked out of the interface does not extinguish the balance or the claim. Two features make the record you keep unusually important. The site's footer carries no company name, no licence number and no regulator, so the rules document is the only place it identifies itself, and Trustpilot has suppressed the profile's rating for a breach of its guidelines. Two clocks then run against you: section 24 requires a complaint within six months of the incident, sent on the operator's own form to complaints@melbet.com, and clause 6.3 allows only 10 calendar days to dispute the result of an event. What the record shows

On recordGaming Intelligence, reporting a Sri Lanka Gambling Regulatory Authority blocking request (press report, not the regulator's own notice)· 2026-08-06

Trade press of 6 August 2026 reports that Sri Lanka's Gambling Regulatory Authority, established under the Gambling Regulatory Authority Act of 2025, asked the Telecommunications Regulatory Commission of Sri Lanka to direct providers to block 24 gambling domains operating without a Sri Lankan licence, and melbet.com is on the list as printed, alongside 1xbet.com, betwinner.com, megapari.com, stake.com and bet365.com. The Authority's own notice was not located, so this rests on the press report rather than the regulator's publication, and it concerns access to the site from Sri Lanka rather than any finding about the licensee.

Trade press reports a public notice of 5 January 2026 from Uganda's National Lotteries and Gaming Regulatory Board stating that Fox Bet Limited, trading as MelBet, ceased to hold a licence with effect from 1 January 2026 under section 4(j) of the Lotteries and Gaming Act, Cap. 334, and telling players to withdraw any remaining funds without delay and close their accounts. The notice itself was not located on the regulator's own website, and the licensee named is Fox Bet Limited, a Ugandan company, not Pelican Entertainment B.V.; no public record read here connects the two.

The page carries a Warning label and states that the company's rating is unavailable due to a breach of Trustpilot's guidelines, with a second box headed "Breach of guidelines" stating that a number of fake reviews have been removed. This is a review platform's own enforcement action against the profile, not a finding by any regulator or court.

"Legit" needs unpacking. Melbet holds licence OGL/2024/561/0554 and is recorded as licensed under Curacao Gaming Authority (CGA). Our file records 3 public-record items about Melbet, set out above with their sources, none of them a regulator finding. No UK Gambling Commission licence is recorded for it, so GamStop and the UK dispute framework do not apply, which matters more than any review score if something goes wrong. Complaints about Melbet

casino.guru, read on 4 September 2026, gives MelBet Casino a Safety Index of 7.1, which it labels Above average, names Pelican Entertainment B.V. as the operator, gives the year established as 2012 and estimated annual revenues above $20,000,000, and lists the licence as issued by the Curacao Gaming Authority without printing a number. It states that it holds 7 complaints about the casino in its database, carrying 2,950 black points in total, alongside 62 user reviews it describes as Great, and its listed drawbacks include some unresolved complaints and limited responsible gaming options. The complaint titles linked from that page describe a payment delayed, an account closed without warning, an account restricted over a disputed 500 R$, delayed deposits including $27,926 ARS and 1,100, delayed withdrawals including 1,632 USD and 248, and verification delayed on a disputed ZK15,500. Its limits table records the withdrawal limit as Unlimited with no win limit, which does not sit with clause 1.4 of the operator's own terms; both are stated here rather than one.

AskGamblers publishes a longer complaint listing. By their own printed titles, complaints there describe withdrawals declined or repeatedly rejected, withdrawals delayed with no answer, withdrawals delayed although every requested document had been submitted, verification delays, KYC delayed with a payout pending, a withdrawal rejected while a document remained pending, an account closed with deposits withheld, an account restriction with the payout denied, deposits not credited (152 MAD, 12,870 PKR and 10,002 INR among them), a cash-agent withdrawal pending for over 140 days, and payouts of NPR 4,500 and NPR 41,000 never received. Statuses shown on the listing include both Open and Resolved, and one open complaint carries a disputed amount of $5,500 (about £4,200).

Trustpilot's profile carries no star average: the platform has suppressed the rating for a breach of its own guidelines and states that it has removed a number of fake reviews, so nothing about a score is quoted here. The reviews themselves describe accounts blocked after a win with winnings withheld and no explanation given, deposits not credited and not refunded, verification requests that recur without resolution, and a dispute over money handled through a local cash agent; the page's own top-mention tags include Customer communications, Payment, Solution, Refund and Warning. The operator replies publicly to many of them. One reply read on 4 September 2026 says the account "has been blocked in accordance with our security procedures" over multiple-account activity identified by device and account usage patterns, and adds that the amount withdrawn exceeded the total deposited. On the LCB forum, the MELBET Support and Complaints thread, opened by a casino representative in May 2020 and now at 206 replies and 33,232 views, carries posts describing withdrawals approved but not processed with no reason given and repeated KYC cycles before a payout; the representative account is shown as last active five years ago. All of these are published player reports and the operator's answers to them, not findings by any regulator.

A complaint about Melbet should go to Melbet itself first, in writing, through the complaints channel it publishes or its support address where it publishes none, with every reply kept. If Melbet does not resolve it, escalation points at Curacao Gaming Authority (CGA), and in practice the pressure comes from the evidence your own records support. What the licence requires

Melbet is regulated by Curacao Gaming Authority (CGA) under licence OGL/2024/561/0554, and no UK Gambling Commission licence is recorded for it, so GamStop and the UK dispute-resolution framework do not apply. Read more on how Curaçao casino law works.

Since the National Ordinance on Games of Chance (the LOK) came into force on 24 December 2024, Curaçao licences are issued directly by the Curaçao Gaming Authority, which requires licensees to verify player identity, operate responsible-gaming measures and publish a complaints procedure. What it lacks is the UK layer: no GamStop participation, no Gambling Commission oversight and no UK dispute-resolution requirement. That gap changes where the pressure points are; it does not remove them.

The Curaçao Gaming Authority accepts player complaints against its licensees. Quote the licence number on file, and run the operator's own published complaints procedure first.

If the amount is large

A five or six figure balance at Melbet meets three clauses at once. No daily, weekly or monthly withdrawal cap is printed; the ceiling sits on the bet instead. Clause 1.4 caps winnings from a single bet at 60,000 "or the equivalent in a different currency", printed with no currency symbol and with no base currency named anywhere in the terms, so the sterling or dollar value of that ceiling cannot be read off the document. Ask Melbet in writing which currency clause 1.4 is denominated in before you rely on it. Clause 5.2.10 lets the company open its own payment verification, block the account while it runs and, under some payment systems, take up to 180 days. Sections 25 and 27 allow enhanced due diligence and requests for source of funds or source of wealth documents once cumulative deposits or withdrawals reach a threshold the terms never print, freezing deposits, withdrawals or gameplay until they arrive. Under the Curacao regime a licensee must verify identity, so a source of funds request on a large payout is within what the licence allows. What can be tested is whether it was raised only after the win, whether the documents demanded were proportionate, and whether clause 5.2.12's one-month deadline, which allows suspension of the withdrawal and potential forfeiture, was applied fairly. A VIP manager who goes quiet once the withdrawal is requested is worth documenting rather than chasing, and clause 30.2 bars the customer from assigning any right under the contract without written consent. Where you are playing from

Wherever you are playing from, a dispute with Melbet runs through the Melbet Curaçao licence and seat. Under Article 5.3 of the LOK, the National Ordinance on Games of Chance, you can complain to Melbet free of charge within six months of the incident; Melbet must acknowledge within a week and rule within four weeks, extendable once by four weeks. If that fails, the LOK requires a licensee to offer alternative dispute resolution at its own expense, and the Curaçao Gaming Authority requires that provider to be one it has certified, on a timetable it expects to run no longer than 90 days from the referral. A licensee that has not engaged a certified provider has fallen short of that requirement rather than been released from it. The Authority does not mediate the Melbet dispute or order compensation, but a complaint to complaints@cga.cw feeds its supervision of the Melbet licence. Beyond that, Article 5.5 requires a licensee to provide a clause submitting the gaming agreement to Curaçao law and any dispute to the Curaçao courts, and Article 15.3 makes a player’s claim against a licensee such as Melbet enforceable there.

If you are in the United States

The United States is closed to this operator twice over. Clause 5 of the General Terms lists "the U.S.A or the U.S.A dependencies" among the explicitly forbidden territories and clause 4 names the USA as a country where use of the site may be illegal, and a United States connection to melbet.com on 4 September 2026 returned "Access denied! This website is not available in your country." No United States regulator or court item naming Melbet or Pelican Entertainment B.V. was located, so the dispute route sits with the Curacao licence and clause 7 governs what the operator says it will return.

If you are in the EU

France, the Netherlands and Spain are on the operator's forbidden list in clause 5, and Cyprus is named in clause 4, while no other EU member state appears in either clause; the payment agents named in the terms are both Cypriot companies. Searches on 4 September 2026 found nothing adverse in the Netherlands, and nothing in Belgium either: the Kansspelautoriteit's site search returned no results, and melbet.com is not on the Belgian Gaming Commission's list of blocked illegal gambling sites. Whichever EU country you played from, the route runs through the operator's section 24 procedure and then the Curacao licence: where a complaint stays unresolved and the disputed amount exceeds 500 EUR (about £430 / $540), the terms allow escalation to the alternative dispute resolution provider CADRE B.V., licence CGA/ADR/2025/01, of Scharlooweg 39, Curacao.

If you are in Canada or Australia

Canada and Australia sit at opposite ends of this licence. Canada is not on the forbidden list, and six Canadian domains (melbet-ca.com, .net and .org, melbet-canada.com, .net and .org) are approved on the same CGA certificate as melbet.com, so a Canadian account is squarely within the licensed set; an AGCO site search on 4 September 2026 returned no notice naming Melbet or Pelican Entertainment B.V. Australia is on the clause 5 forbidden list, and no ACMA formal warning, investigation report or blocking-round entry naming Melbet was located, although ACMA's own site could not be reached from here, so that is a search not completed rather than an archive cleared.

If you are in the UK

Melbet holds no Gambling Commission licence, so GamStop, IBAS and the Commission play no part, and the United Kingdom is named twice in the operator's own terms, in the clause 5 list of explicitly forbidden territories and again in clause 4. British connections to melbet.com and its mirrors were redirected to a block page on 4 September 2026. Clause 7 is the one to read if an account opened from a forbidden territory is closed: it lets the company return the remaining balance after deducting any winnings credited since the most recent deposit. The route is the Curacao one, quoting licence OGL/2024/561/0554.
