Who operates Betwinner

Betwinner.com is operated by Prevailer B.V., a Curacao company registered as 149548 at 17 Chuchubiweg, Willemstad. The operator states this itself on its guidebook licence page, and both of the Curacao Gaming Authority's own sources agree: the certificate portal certifies Prevailer B.V., company number 149548(0), as licensed under OGL/2024/341/0759, and the CGA's online register carries the same licence and company number at row 314. The certificate also lists betwinner.com by name among nine approved domains, alongside betwinner2.com, betwinner3.com, betwinner4.com, betwinner7.com, betwinner.zone and three numbered .pro mirrors. That is the strongest single fact on this page: the domain a player actually used is named on the regulator's own certificate. A separate Cyprus company, HARBESINA LTD (HE 405135, Limassol), is named by the operator as processing payments, so the entity that took a deposit may not be the entity on the licence, which is worth establishing before any dispute begins.

Three sets of dates and one set of numbers do not line up, and they are recorded here side by side rather than reconciled. On start date, the operator's guidebook says the licence was granted on 28 March 2025 and the CGA certificate says the company has been licensed since 28 March 2025, while the CGA register records the licence as issued on 28 September 2025. On end date, the guidebook says the licence is valid for an indefinite period, while the register records an expiry of 28 March 2026, a date that has now passed. On status, the guidebook states none, while the register carries Assessment in progress. Neither source says the licence has been withdrawn, and neither says it has been renewed.

The operator also publishes two different licence claims about itself. Its guidebook licence page cites the current CGA number, OGL/2024/341/0759. Its guidebook AML and KYC page instead says the business operates under the superseded Curacao master licence 8048/JAZ through Antillephone N.V., and adds that the Antillephone validator content flags a termination note after 1 November 2024 under the new government rules; the same page tells readers to cross-check the Prevailer and Harbesina details against the operator's own footer before relying on them in a dispute. The guidebook home page carries a third variant, naming PREVALIER B.V. under 8048/JAZ, a spelling that matches no register entry. Founding dates conflict too, so no operating start year is published on this page: casino.guru records 2018, AskGamblers records 2016, and the operator's own guidebook says established in 2016. The 28 March 2025 date carried by the CGA certificate is a licence date, not a trading start date. On the group question, the only sourced statement is a footnote in a Byline Times investigation of 20 June 2025 describing Betwinner as one of the sub-brands of 1xBet, and press coverage of a 2022 OSINT investigation that named BetWinner among brands said to be linked to 1xBet in Ukraine. Nothing on the Curacao register connects Prevailer B.V. to any other company, so the group link is a published claim and not a register fact.

Why this page does not quote Betwinner's terms

Most operator files on this site quote the clause the operator is relying on. This one cannot, and the reason is itself a fact about the brand. Betwinner's binding terms live at betwinner.com/en/information/rules and its sub pages covering payouts, verification, anti-money-laundering, self exclusion, complaints and dispute resolution. Every route to them failed on 4 September 2026. From a United Kingdom connection, betwinner.com redirected to betwinner2.com and then served the operator's own block page, whose inline data object carries the geocode GB; every other domain named on the CGA certificate returned the same page, and so did the country-facing domains betwinner-india.com, betwinner.cd and betwinner.com.gh. Through a reader proxy connecting from a United States address, the same paths returned the operator's message that the website is not available in your country, with the country code us. The archived captures are no better: a February 2026 snapshot of the rules page is a JavaScript shell containing only navigation and a language list, and a 2020 snapshot is itself a block notice.

So no clause number, no verbatim clause and no effective date is available for this file, and nothing here should be read as a paraphrase of what Betwinner's contract says. What can be shown is what the operator publishes elsewhere and what third parties record. Its guidebook, a WordPress subdomain that presents itself as a guide rather than a contract, advertises withdrawal processing typically between 24 and 48 hours, says the business aims to offer fee-free withdrawals while noting that payment methods may impose their own charges, and says each withdrawal method may set its own minimum. Its nine-clause terms summary on that subdomain carries no company name, no licence number, no withdrawal cap and no complaint time limit. Casino.guru rates the real terms mostly fair with three issues found, naming bonus claiming beyond an allowed number, common bonus hunting strategies treated as a serious violation, and low-risk play as grounds on which winnings may be confiscated, but it does not publish the clause numbers.

The practical consequence for a player is simple. If you still have access to a Betwinner account from a country the site serves, download the terms in force today and save a dated copy, because the version that governs your dispute is the one published on the date it arose, and from many countries it cannot be retrieved after the fact.

Withdrawal delayed or refused

A Betwinner withdrawal pending for days sits against a timetable the operator advertises itself. Its guidebook states that withdrawal processing is typically between 24 and 48 hours, that the business aims to offer fee-free withdrawals while some payment methods may impose their own charges, and that each method may set its own minimum. No maximum payout cap is published anywhere that could be read: AskGamblers records the withdrawal limit as Not Stated and casino.guru records both withdrawal and win limits as unknown, and the binding terms sit behind a geographic block, so no clause number can be quoted here. Reviews published on Trustpilot for betwinner.com, where the profile scores 1.2 out of 5 across 708 reviews, describe cash out requests approved and then rejected by the payment operator in a repeating cycle, deposits reported as made but never credited even with transaction references supplied, and payouts held while verification ran. Complaints published on AskGamblers describe the same approved-then-rejected cycle across several tickets and UPI deposits in India left uncredited with UTR references supplied. Casino.guru's complaint titles cover delayed withdrawals, delayed deposits and withdrawal delayed due to document requests. Log the date, amount and reference of every payout request.

Account blocked or frozen

A Betwinner account suspended or restricted usually surfaces at the moment of a withdrawal rather than before it. Reviews published on Trustpilot describe accounts fully restricted pending verification once a payout was requested, with KYC documents uploaded the same day and a 72 hour timeline quoted by telephone support that reviewers say was not met, verification stuck behind generic holding replies, one reviewer told after more than a month that documents were not original without being told what was deficient, and repeated document requests described as excessive. Others describe stakes cut to very small amounts and worse odds once the account became profitable. Complaints published on AskGamblers describe an account under verification for more than fifteen days after more than fifteen document submissions, with the balance inaccessible throughout. Casino.guru's complaint titles include an account restricted, an account frozen delaying withdrawal and an account said to have been closed without justification. On the LCB forum a 2021 exchange records an account closed for multiple registration, identified by the device used and by IP address, with the operator declining to share its evidence on privacy grounds. Winnings voided or confiscated

Confiscated winnings at Betwinner cannot be traced here to a clause number, because the operator's binding terms are published only behind a geographic block and could not be retrieved on 4 September 2026. What is on record is a third party's reading of them. Casino.guru rates the terms mostly fair but records three issues found, naming players claiming one too many bonuses risking loss of winnings, common bonus hunting strategies being treatable as a serious terms violation, and low-risk play potentially leading to winnings being confiscated. It does not publish the clause numbers. Its complaint titles include an account closed with winnings confiscated and winnings not received. On the LCB forum, the 2021 exchange the moderators pursued ended with the deposit refunded and the disputed winnings not paid, after a closure for multiple registration; the moderator's summary of the rule is that only one account per IP address is allowed. A verification or source of funds request is within what the Curacao licence allows a licensee to make. What can be tested is whether it was raised only after the win, whether the documents demanded were proportionate, and whether the confiscation notice states a reason at all.

Site not responding or gone dark

Betwinner has not closed. Betwinner.com is live, and it is named on the Curacao Gaming Authority's own certificate alongside eight mirror domains, so a switch to betwinner2.com or betwinner7.com is a mirror, not a disappearance. What players in some countries meet instead is a door that will not open. On 4 September 2026 a connection from the United Kingdom was redirected and served the operator's block page, whose inline data carries the geocode GB, and every approved mirror returned the same page; a connection from the United States returned the operator's message that the website is not available in your country. If you played from a country the site later blocked, your account, your history and the terms themselves become unreachable, which is why an exported statement matters more here than on most files. Silence is the other pattern. Casino.guru's six live chat tests between October 2021 and February 2026 are rated subpar, and reviews published on Trustpilot describe generic holding replies to verification correspondence. Two contact routes are on record: complaints@betwinner.com, given by the operator in the LCB exchange, and info-en@betwinner.com, listed by AskGamblers. A cash out left pending against that silence needs a dated written complaint rather than another chat session.

Byline Times, in a cross-border investigation into 1xBet published on 20 June 2025 and developed with support from Journalismfund Europe, states in a footnote that the sub-brands of 1xBet include Melbet, 22bet, Betwinner and 1xBit. The article's substantive findings concern 1xBet, not Betwinner, and it is investigative press reporting rather than a regulator's finding. Nothing on the Curacao register links Prevailer B.V. to any other entity.

"Legit" needs unpacking. Betwinner holds licence OGL/2024/341/0759 and is recorded as licensed under Curacao Gaming Authority (CGA). The published record is large and consistent. The Trustpilot profile for betwinner.com, claimed by the business in March 2023 and answered by an account styled Betwinner Team, scores 1.2 out of 5 across 708 reviews, with 92 per cent rated one star. Reviews published there describe deposits reported as made and never credited with transaction references supplied and no resolution; cash out requests approved and then rejected by the payment operator in a repeating cycle; accounts fully restricted pending verification for a withdrawal, with documents uploaded the same day and a 72 hour timeline quoted by telephone support that reviewers say was not met; verification correspondence answered only with generic holding replies; one reviewer told after more than a month, and only after escalating to a complaints site, that documents were not original without being told what was deficient; repeated document requests described as excessive; and accounts limited to very small stakes and worse odds once the player became profitable. One reviewer described being unable to self exclude immediately because no self exclusion control existed in account settings, so closure had to be requested through the support queue; the operator replied that the request was processed on the day it was received and that the losses described predated it.

Casino.guru gives the brand a Safety Index of 7.6, described as above average, records no blacklist entries and verifies the Curacao licence number, while its complaints page is internally inconsistent, giving a metrics box total of 79 complaints and a narrative body figure of 16 alongside 1,922 black points. Both are recorded as read. The complaint titles listed there describe delayed withdrawals, delayed deposits, an account closed with winnings confiscated, accounts restricted or frozen, withdrawals delayed by document requests and winnings not received, with disputed amounts published in Brazilian reais, Argentine pesos, Indian rupees, Egyptian pounds, Turkish lira, Chilean pesos and US dollars. Six live chat tests between October 2021 and February 2026 are rated subpar. AskGamblers scores the brand 5.5 out of 10, records 15 complaints with a two day average response, and marks every responsible gambling control as absent: no deposit, loss, wager or session limit tool, no self exclusion tool, no cool off, no reality check and no withdrawal lock, with RNG Tested recorded as no. Its complaints describe UPI deposits in India left uncredited with UTR references supplied, the same approved-then-rejected payout cycle across several tickets, and an account under verification for more than fifteen days after more than fifteen document submissions with the balance inaccessible.

On the LCB forum, where an account styled official_betwinner opened a support thread in February 2019 and the operator representative last posted several years ago, a 2021 exchange pursued by the moderators records an account closed for multiple registration identified by device and by IP address, with the operator declining to share its evidence on privacy grounds, the deposit refunded and the disputed winnings not paid; the moderator's summary of the rule is that only one account per IP address is allowed. In the same exchange the player reported that Curacao eGaming replied that it had no connection with the site and referred the complaint to another master licence holder at complaints@gaminglicences.com. All of these are attributed player reports and one operator reply, not findings by any regulator.

A complaint about Betwinner should go to Betwinner itself first, in writing, through the complaints channel it publishes or its support address where it publishes none, with every reply kept. If Betwinner does not resolve it, escalation points at Curacao Gaming Authority (CGA), and in practice the pressure comes from the evidence your own records support. What the licence requires

Betwinner is regulated by Curacao Gaming Authority (CGA) under licence OGL/2024/341/0759, and no UK Gambling Commission licence is recorded for it, so GamStop and the UK dispute-resolution framework do not apply. Read more on how Curaçao casino law works.

Since the National Ordinance on Games of Chance (the LOK) came into force on 24 December 2024, Curaçao licences are issued directly by the Curaçao Gaming Authority, which requires licensees to verify player identity, operate responsible-gaming measures and publish a complaints procedure. What it lacks is the UK layer: no GamStop participation, no Gambling Commission oversight and no UK dispute-resolution requirement. That gap changes where the pressure points are; it does not remove them.

The Curaçao Gaming Authority accepts player complaints against its licensees. Quote the licence number on file, and run the operator's own published complaints procedure first.

If the amount is large

A five or six figure balance at Betwinner runs into an unusual problem: there is no published ceiling and no published schedule. AskGamblers records the withdrawal limit as Not Stated, casino.guru records both withdrawal limits and win limits as unknown, and the binding terms could not be retrieved on 4 September 2026 because they sit behind a geographic block, so nobody outside the operator can say in advance how a £50,000 or $65,000 payout will be staged. The Curacao regime does require a licensee to verify identity, so a source of funds request on a large win is within what licence OGL/2024/341/0759 allows Prevailer B.V. to make. The questions worth documenting are narrower: whether verification was demanded only once the balance grew, whether the documents requested were proportionate, and whether a decision was ever put in writing. The published complaints show the shape of it. Reviews on Trustpilot describe accounts fully restricted pending verification with a 72 hour timeline quoted and not met; a post on the LCB forum describes a balance in the region of eleven thousand dollars, roughly £8,500, held during a document request; and casino.guru publishes disputed amounts in seven currencies, from Brazilian reais to Indian rupees, which is a fair picture of who is affected. Where you are playing from

Four steps, in order, and they are the same wherever in the world you were playing from, because they attach to the Betwinner Curaçao licence. Complain in writing to Betwinner within six months of the incident (LOK Article 5.3: free, acknowledged within a week, answered by Betwinner within four weeks, extendable once by four weeks). Escalate to alternative dispute resolution, which the LOK requires a licensee to offer at its own expense and which the Authority requires to be run by a provider holding its certification, and which the Authority expects to run no longer than 90 days from the referral; a licensee that has engaged no certified provider is in breach of that requirement rather than exempt from it. Send a copy of the complaint to complaints@cga.cw, knowing the Curaçao Gaming Authority cannot mediate or order compensation but does use complaints to supervise licensees such as Betwinner. Then the Curaçao courts, which Article 5.5 requires a licensee to nominate in its gaming agreement and where a player’s claim against a licensee such as Betwinner is enforceable.

If you are in the United States

Betwinner refuses connections from the United States: a request routed through a United States address on 4 September 2026 returned the operator's own message that the website is not available in your country, with the country code us, and AskGamblers names the United States among the restricted countries. No United States regulator or court item naming Betwinner or Prevailer B.V. was located, and the dispute route remains the Curacao one.

If you are in the EU

Three European registers were checked on 4 September 2026 and none carries the brand. The Polish Ministry of Finance register of domains offering gambling contrary to the Act holds no betwinner entry across its 57,552 records, though the same file holds 196 entries containing 1xbet and 180 containing 22bet. The Belgian Gaming Commission's list of blocked illegal gambling sites carries no betwinner domain, while 22bet.com and megapari.com.co appear on it. The Netherlands Kansspelautoriteit site search returned no results. The route is the Curacao one, whichever EU country you played from.

If you are in Canada or Australia

Neither country offers a refund route against Betwinner. Canada: Ontario is the only province with a regulated private market, and its regulator and conduct body, the AGCO and iGaming Ontario, both say they cannot refund wagers or award compensation and deal only with Ontario-registered sites, not with Betwinner; the other provinces run monopolies and we have found no domestic route against Betwinner. Australia: the Interactive Gambling Act 2001 makes online casinos illegal to offer, ACMA takes complaints about breaches, and ACMA itself says Australian regulators cannot help if the provider withholds your Betwinner winnings and points you to the licensing authority abroad. Against Betwinner that is the Curaçao route above.

If you are in the UK

Two facts decide this. The UK Gambling Commission's business register returns no result for either betwinner or prevailer, so the brand and the entity hold no Great Britain operating licence, and GamStop, IBAS and the Commission play no part. Second, the site refuses United Kingdom connections outright: it served its own block page, geocoded GB, on 4 September 2026, and AskGamblers states the restricted countries include the United Kingdom. There is no domestic regulator or ombudsman route, so the Curacao route is the route.
