A racing bookmaker built in Sheffield

BresBet, at bresbet.com, is a British bookmaker with an unusually visible footprint in horse racing for its size. It launched at the end of 2021 as a white label, running on Playbook Engineering's website technology and operating licence, and spent its first three years building the brand through sponsorship across horseracing and greyhound racing, including as the leading sponsor at trainer Fergal O'Brien's Gloucestershire stable. In March 2025 it announced the step most white labels never take: a move onto its own UK Gambling Commission operating licence, account 65252, with owner Nic Brereton describing the change as the company becoming more independent, bringing compliance, customer service and trading in-house. The register shows that licence, 065252-R-340096-002, effective from 13 February 2025, covering bingo, casino and general betting on real and virtual events, from a head office on Hawley Street in Sheffield.

The August 2026 suspension

On 28 August 2026 the Gambling Commission suspended BresBet's operating licence, and with it the licence of a second operator, Bet St George Ltd, which runs betstgeorge.com. The Commission said its inquiries had revealed suspected social responsibility and anti-money-laundering failings, and that it was reviewing both licences under section 116 of the Gambling Act 2005, with the suspensions remaining in place until it is satisfied the businesses are compliant. Two things in the announcement matter as much as the headline. First, this is a suspension pending review, not a concluded finding: the register's actions page for BresBet, checked three days later, still records no concluded sanction, and eighteen months earlier the licence had no enforcement history at all. Second, the Commission was explicit that the suspension does not prevent either operator from letting customers access their accounts and withdraw funds, and that both are expected to treat consumers fairly and keep them fully informed while the review runs. BresBet itself said it was working through the matter, confirmed it is not accepting bets, and directed customers with account or funds queries to its support email.

What a suspension means for money in an account

A UKGC suspension is a different animal from an offshore casino going quiet. The licence still exists, the licensee is still bound by every consumer-facing obligation it held the day before, and the regulator is actively watching how it treats customers, having said in public that fair treatment and communication are expected throughout. A player with a balance at BresBet should be able to log in and withdraw, and the Commission's own announcement is the document to quote if that proves difficult. It is also worth knowing what a suspension does not decide. Section 116 reviews can end in reinstatement, in conditions, in a financial penalty, or in revocation, and the outcome here is not yet written. The precedent that matters for customers is procedural: because BresBet remains a licensee under review, complaints keep their normal UK shape. A dispute still goes to the operator first in writing, then to its alternative-dispute-resolution provider if unresolved, and the account history, deposits, checks that were or were not made, and any self-exclusion or affordability interactions, is worth preserving now, while the site remains reachable, because that history is exactly the territory a social responsibility review covers.

The white-label years, and who was accountable when

For losses and disputes predating 13 February 2025, the accountable licensee may not be BresBet Ltd at all. From launch at the end of 2021 until early 2025, bresbet.com operated as a white label on Playbook Engineering's operating licence, which means the regulatory duties owed to its customers in those years, identity checks, safer-gambling interactions, complaint handling, sat with that licensee under its own UKGC account. The 2025 migration moved the brand onto BresBet Ltd's new licence, and the conduct now under review belongs to the period of independent operation. Anyone assembling a case that spans both eras should date their account history carefully, because the correct respondent changes at the boundary. One register detail is worth a line of its own: the domain list for account 65252 records bresbet.com and bresbet.co.uk as Inactive as of the end of August 2026, which is consistent with a bookmaker that has stopped taking bets under suspension rather than one that has disappeared. The company, its Sheffield office and its regulatory file all remain in place, and that is precisely what makes a UK case different from the offshore files elsewhere in this directory: there is a licensed counterparty, an adjudication route and a regulator already engaged.

If you are in the United States

Nothing in the BresBet licence protects a player in the United States, where gambling is regulated state by state and a Great Britain licence has no standing. Whether BresBet holds a licence in your state is not recorded here; without one, no state regulator can take up your BresBet account. Put the complaint to BresBet in writing under its own procedure and record it with your state consumer protection office or attorney general.

If you are in the EU

The BresBet Great Britain licence gives an EU player no protection, and in two EU countries a foreign licence has been no defence to a refund claim. The Austrian Supreme Court held in 1 Ob 229/20p, against an operator relying on a Gibraltar licence, that contracts with a provider lacking an Austrian concession are ineffective and the stake repayable. The Court of Justice of the EU confirmed in Case C-440/23 (16 April 2026), on facts involving Malta-licensed operators rather than BresBet, that a German player may claim restitution of stakes lost on games prohibited in Germany; the Federal Court of Justice’s lead decision, I ZR 216/25, is pending after a hearing on 17 September 2026. In the Netherlands the Hoge Raad ruled on 3 July 2026 that an unlicensed operator’s contracts are not automatically void, so no automatic refund. Elsewhere in the EU we have found no sourced route against BresBet beyond the BresBet complaints procedure.

If you are in Canada or Australia

Ontario is the only Canadian province with a regulated private market. If BresBet is registered there, which this page does not assert, you complain to BresBet first, obtain a complaint number, and may then escalate to iGaming Ontario for review; it cannot settle bets, refund wagers or award compensation, and the AGCO likewise cannot get your money back from BresBet. The other provinces run government monopolies, with no route we could source. In Australia the Interactive Gambling Act 2001 bans online casinos and sports betting services without an Australian licence; ACMA takes complaints about breaches but says Australian regulators cannot help recover money withheld by an illegal service.

If you are in the UK

Great Britain is the market the BresBet licence protects, and the sequence is set out by the Gambling Commission: complain directly to BresBet first and follow its process; BresBet has eight weeks from receipt to resolve it; after eight weeks, or sooner with a deadlock letter, the complaint can go to a free, independent ADR provider, which BresBet must name for you. IBAS, where it is the named provider, issues adjudications binding on registered operators up to £10,000 / $13,000. The Commission itself does not resolve or decide complaints about gambling transactions, and licence condition 6.1.1 bars terms that restrict your right to bring court proceedings.
