Who operates 7abet
7abet trades from two domains. 7abet.co's own footer, read 6 September 2026, carries no entity, licence or regulator statement at all, only game and payment listings and a Sitemap link. 7abet.com's footer, read the same day, states: '7abet is owned and operated by 3-102-942064 SRL, registered in Costa Rica with the registered address: Provincia de Puntarenas 06, Canton 11, Garabito, Jaco, 61101, Costa Rica. 7abet has successfully certified all regulatory compliance and is legally authorised to conduct gaming operations for any and all games of chance and wagering.' That sentence names a Costa Rican company registration, 3-102-942064, and no regulator of any kind: not Curaçao, not any other named licensing authority. The claim of having 'certified all regulatory compliance' is not tied to a licence number, a regulator's name or a verifiable register entry anywhere on either domain.
The Curaçao Gaming Authority's own online licence register, 3 September 2026 v2 edition, was checked against both the entity name (3-102-942064 SRL) and the brand name (7abet/7ABET); it carries no matching row for either. That is the basis for the unverified decision: not that a licence claim was found and rejected, but that no register entry exists for what the site itself states. No claim is made here about whether Costa Rican law requires or does not require a gambling licence for this business; that question was not researched and is outside what the site or the Curaçao register can answer.
What the terms allow 7abet to do
The terms document that could be read, at 7abet.co/terms-conditions/ (121 lines, read 6 September 2026), sets out a small number of clauses that can be quoted directly. Clause 2 (line 22) states: 'In accordance with anti-money laundering (AML) regulations and licensing requirements, 7ABET Casino implements a strict KYC (Know Your Customer) process.' Clause 3 (line 39) states: 'You agree that the funds deposited into your 7ABET Casino account are not derived from any illegal activity,' and the same clause (lines 40 to 41) states that withdrawals are 'typically processed back to the original method of deposit' and that 'some withdrawal methods may take between 1 to 5 business days depending on bank protocols.' Clause 10 (line 88) states: 'These Terms & Conditions are governed by the laws of the jurisdiction in which our gaming license is held,' without naming that jurisdiction anywhere in the document, and the same clause (lines 86 to 88) directs an unresolved dispute to an unnamed 'independent Alternative Dispute Resolution (ADR) provider' after internal contact with customer support.
A search of this document for a dormant or inactive-account fee, a maximum win or payout ceiling, and a fixed complaint-window deadline found none of the three; none is stated. 7abet.com's own terms link resolves to the same access-blocked page as its homepage rather than to a separate terms document, so no distinct 7abet.com terms text could be read this wave, and nothing above should be read as applying to that domain specifically.

Nothing substantiated from a regulator or court sits on the 7abet file. If the amount is large
A five or six figure balance at 7abet is handled differently from a small one, and the Curaçao rules explain why. Under the Gaming Authority’s anti-money-laundering regulations of January 2025, 7abet must carry out customer due diligence once your financial transactions reach NAf 4,000, roughly £1,700 / $2,200, counted cumulatively across every deposit and withdrawal since you opened the 7abet account rather than transaction by transaction. They also set a limit the other way: if 7abet has not received the information within 30 days of the threshold being reached, it must end the 7abet relationship, and where no presumption of money laundering exists the funds are to be transferred to you. Higher-risk 7abet accounts attract enhanced due diligence, which is where the 7abet requests for source of funds and source of wealth come from, covering savings, employment income, property sales, dividends, inheritances and earlier gambling winnings. Where you are playing from
Four steps, in order, and they are the same wherever in the world you were playing from, because they attach to the 7abet Curaçao licence. Complain in writing to 7abet within six months of the incident (LOK Article 5.3: free, acknowledged within a week, answered by 7abet within four weeks, extendable once by four weeks). Escalate to alternative dispute resolution, which the LOK requires a licensee to offer at its own expense and which the Authority requires to be run by a provider holding its certification, and which the Authority expects to run no longer than 90 days from the referral; a licensee that has engaged no certified provider is in breach of that requirement rather than exempt from it. Send a copy of the complaint to complaints@cga.cw, knowing the Curaçao Gaming Authority cannot mediate or order compensation but does use complaints to supervise licensees such as 7abet. Then the Curaçao courts, which Article 5.5 requires a licensee to nominate in its gaming agreement and where a player’s claim against a licensee such as 7abet is enforceable.
The 7abet licence could not be validated against the None. Costa Rica issues no gaming licence register, so treat the licence route as conditional on that licence existing; the domestic angles below stand either way.
If you are in the United States
For a United States player the domestic picture on 7abet is short: gambling is regulated by each state, 7abet is licensed by none of them, and the 50 state attorneys general who wrote to the Department of Justice in August 2025 described offshore platforms as operating without proper licensure and evading state regulation, which is the class 7abet falls into. Record the 7abet dispute with your state consumer protection office or attorney general, but expect no refund of the 7abet balance from that channel. If you are in the EU
Austria and Germany are the two EU markets where courts have recognised a refund claim against an operator like 7abet with no domestic licence. The Austrian Supreme Court settled it in 1 Ob 229/20p: no Austrian concession, no effective contract, stake repayable, which is what an Austrian 7abet player relies on. In Germany the Court of Justice of the EU (Case C-440/23, 16 April 2026) confirmed that such restitution claims are compatible with EU law, which is the ground an EU 7abet player stands on, on facts involving Malta-licensed operators rather than 7abet; the Federal Court of Justice’s lead decision, I ZR 216/25, is pending after a hearing on 17 September 2026, so a German 7abet claim is not yet settled law. The Netherlands is different: since the Hoge Raad’s ruling of 3 July 2026 an unlicensed operator’s contracts, those of 7abet included, are not automatically void, so a Dutch 7abet player has no automatic refund and only a case-by-case claim against 7abet. Outside those three countries we have found no sourced domestic route against 7abet, and against 7abet the Curaçao route above applies.
If you are in Canada or Australia
In Canada the only regulator with a player-dispute process is Ontario’s, and it reaches Ontario-registered sites only, so it does not reach 7abet: the AGCO says it cannot get your money back from 7abet and only assists with disputes about regulated sites, and iGaming Ontario has no legal relationship with unregulated operators and cannot refund wagers. Every other province runs a government monopoly, and we have found no domestic route against 7abet there. In Australia the Interactive Gambling Act 2001 bans online casinos outright; ACMA accepts complaints about breaches but says plainly that Australian regulators cannot help if an overseas site such as 7abet withholds your winnings, and points 7abet players back to the licensing authority abroad. For 7abet that means the Curaçao route above.
If you are in the UK
A UK player has no domestic adjudicator for a 7abet dispute. The Gambling Commission says it is illegal to provide gambling to consumers in Great Britain without the operating licence 7abet does not hold, wherever in the world the gambling is provided from, and 7abet holds no such licence. So GAMSTOP, which covers only GB-licensed operators, never applied to 7abet; the ADR requirement in the licence conditions, and IBAS, which adjudicates only against operators registered with it, do not reach 7abet; and the Commission has no powers to resolve individual complaints or help consumers get money back from 7abet, although it asks for unlicensed sites to be reported to intelligencereports@gamblingcommission.gov.uk.
