An MGM company with a live British licence

LeoVegas began life in Stockholm and runs its British-facing business through LeoVegas Gaming p.l.c., a Malta-registered company holding active Gambling Commission licences, with remote casino permissions dating back to November 2014. Ownership now sits in Las Vegas: MGM Resorts International bought LeoVegas AB through a tender offer worth roughly 604 million dollars that closed in September 2022, after which the Swedish stock market listing was cancelled. The wider group also holds Malta Gaming Authority authorisation for its international sites. A live UK licence means GamStop registration blocks play here and a UKGC-approved dispute body must be available to customers.

Enforcement history

The Gambling Commission has acted against LeoVegas twice. In May 2018 the operator paid a £600,000 penalty after 41 misleading advertisements were traced to it or its affiliates, alongside self-exclusion failings that included marketing sent to 1,894 people who had self-excluded and funds withheld from more than 11,000 others. In August 2022, weeks before the MGM deal completed, a £1.32 million fine followed for social responsibility and anti-money laundering shortcomings, among them safer gambling triggers set far above typical customer spend and a cool-off prompt that only arrived after six hours of continuous play. An official warning and an audit were attached.

Complaint themes on review platforms

Long-standing customers praise quick payouts, while unhappy reviewers concentrate on accounts frozen for verification after a significant win, withdrawals cancelled and returned as refunded deposits, and document demands they consider excessive. One account describes an £8,000 withdrawal cancelled following a £10,000 win. None of this has been tested by a regulator or a court, and cash-out checks form part of what a British licence requires; what matters in any single case is whether the operator applied those duties even-handedly and on time.

If the amount is large

Large sums bring the money-laundering rules into play, and in Great Britain those rules are published. Regulation 27 of the Money Laundering Regulations 2017 requires LeoVegas to apply customer due diligence to a transaction of £2,000 / $2,600 or more that consists of wagering stakes or the collection of winnings, whether it happens in one operation or in several that appear to be linked; the sterling threshold replaced the previous euro figure on 30 June 2026. Where the risk is higher, regulation 33 requires enhanced due diligence, including obtaining information on your source of funds and source of wealth, which is why a large win at LeoVegas produces requests from LeoVegas for payslips, bank statements or evidence of a property sale. What LeoVegas may not do is save those questions for the withdrawal. Licence condition 17.1.1(2), which binds LeoVegas, provides that a request to withdraw must not result in a requirement for additional information as a condition of withdrawal if the operator could reasonably have asked for it earlier, and the Gambling Commission has warned that delaying a payout on that basis may breach the condition. Its own 2023 analysis put the major firms at roughly 99 per cent of withdrawals approved and paid within 24 to 48 hours. Where you are playing from

The LeoVegas Gambling Commission licence covers Great Britain, meaning England, Scotland and Wales, and nothing else; the Commission has no powers even in Northern Ireland, where gambling is devolved. The protections that come with the LeoVegas licence stop at that border. Outside Great Britain you are not protected by it, and whether LeoVegas holds a separate licence in your own market (Ireland, Ontario or elsewhere) is not something this file asserts.

If you are in the United States

The Great Britain licence behind LeoVegas does not travel to the United States. Online gambling there is regulated by each state, and this file does not record a state licence for LeoVegas, so no state regulator has authority over your LeoVegas account. A complaint to your state attorney general or consumer protection office records the dispute; the complaint that matters goes to LeoVegas itself, in writing, through its published procedure.

If you are in the EU

An EU player is outside the reach of the LeoVegas Great Britain licence, and the domestic position varies. Austria is settled: the OGH in 1 Ob 229/20p rejected a Gibraltar licence as a defence and held that contracts with a provider lacking an Austrian concession are ineffective, the stake repayable. Germany has the Court of Justice of the EU’s ruling in Case C-440/23 (16 April 2026) confirming restitution claims for stakes lost on prohibited games, on facts involving Malta-licensed operators rather than LeoVegas, with the BGH’s lead decision (I ZR 216/25, hearing 17 September 2026) pending. The Netherlands, since the Hoge Raad’s ruling of 3 July 2026, offers no automatic refund because unlicensed gambling contracts are not automatically void. For other EU countries we have found no sourced route against LeoVegas beyond the LeoVegas complaints procedure.

If you are in Canada or Australia

Ontario is the only Canadian province with a regulated private market. If LeoVegas is registered there, which this page does not assert, you complain to LeoVegas first, obtain a complaint number, and may then escalate to iGaming Ontario for review; it cannot settle bets, refund wagers or award compensation, and the AGCO likewise cannot get your money back from LeoVegas. The other provinces run government monopolies, with no route we could source. In Australia the Interactive Gambling Act 2001 bans online casinos and sports betting services without an Australian licence; ACMA takes complaints about breaches but says Australian regulators cannot help recover money withheld by an illegal service.

If you are in the UK

In Great Britain the route is fixed by the LeoVegas licence. Complain to LeoVegas in writing through its published procedure; LeoVegas has eight weeks to resolve the complaint. If it does not, or issues a deadlock letter sooner, you can take the dispute free of charge to the ADR provider named in the LeoVegas terms, as licence condition 6.1.1 requires. Where that provider is IBAS, its decisions bind registered operators up to £10,000 / $13,000. The Gambling Commission does not resolve individual complaints or help consumers get money back, and the LeoVegas terms cannot restrict your right to go to court.
