If you have lost money to Golden Panda, or a cash out is pending with no answer, this page sets out who you are dealing with. Golden Panda (goldenpanda.com) names no company, no regulator and no licence number on its home page or in its terms. Only its anti-money-laundering policy names an operator: Igloo Ventures SRL, Costa Rica registration 3-102-880024, under Anjouan 'License No. ALSI-1423 l 1005-FI2' (the operator's spelling). The Anjouan Gaming Authority register, read on 4 September 2026, records that entity against nine domains, and goldenpanda.com is not one of them. Below: both facts, the withdrawal and verification clauses, the enforcement record, what players report, and the routes open to players anywhere who lost a lot of money.

Operating; the site's anti-money-laundering policy, read on 4 September 2026, states that GoldenPanda is operated by Igloo Ventures SRL, registration number 3-102-880024, San Jose, Costa Rica, and operates under Anjouan 'License No. ALSI-1423 l 1005-FI2' (the operator's spelling), while the Anjouan Gaming Authority's own register, read the same day, records Igloo Ventures SRL as holding a valid permission numbered ALSI-142311005-FI2 covering nine domains that do not include goldenpanda.com; the home page and the terms name no company, no regulator and no licence number at all, clause 1.2 of the terms breaks off mid-sentence before the company is named, and the page's own footer licence component is served with an empty value.

Who operates Golden Panda

Golden Panda says almost nothing about itself. Read on 4 September 2026, the home page names no operating company, no registration number, no regulator, no licence number and no registered address, and carries no seal or validator link of any kind. Its footer reads, in full, '(c) 2026 goldenpanda.com |All Rights Reserved.' with a support address. The page source shows this is not a rendering fault: the template has a FooterLicense component whose licence text is a pair of non-breaking spaces, a LicenseSealChecker passed a null value, and null dictionary licence items. Two facts side by side: the site is built with a licence and seal slot, and the values served into it today are empty. The hero block still markets 'Fully Licensed', followed by claims of fast registration and fast withdrawals, with no regulator or number beside it.

One page does name an operator. The anti-money-laundering policy is headed 'AML Policy of Igloo Ventures SRL.' and states that GoldenPanda 'is operated by Igloo Ventures SRL. registration number: 3-102-880024, registered address: San Jose, Cedula Juidica, Costa Rica', that it is 'licensed and regulated by the Government of the Autonomous Island of Anjouan, Union of Comoros' and that it 'operates under License No. ALSI-1423 l 1005-FI2' (the operator's spelling and the operator's own printing of the number, which carries a stray lower-case letter where the register format has digits). An archived home page of 9 January 2026 carries the same claim with a capital letter I in the same position. Neither figure matches the register's format.

The Anjouan Gaming Authority publishes its own register. Read on 4 September 2026, and parsed from the 1,508 records embedded in the register page's own source, it records Igloo Ventures SRL once: status valid, numbered ALSI-142311005-FI2, type b2c, issued 15 November 2023 and expiring 14 November 2026, covering nine domains, memebet.com, cryptocasino.com, coincasino.com, winningz.com, casinopayservice.com, eletia.com, mybet.com, ghostino.com and monsieurlapin.com. goldenpanda.com is not one of them and appears in no record on that register. Those are the two facts: the operator makes a specific, checkable claim on one of its own pages, and the regulator's record of that permission does not extend to this domain.

Ownership is reported inconsistently elsewhere, and this page does not choose between the versions. Casino Guru names Igloo Ventures SRL as owner and operator. AskGamblers instead lists the company as SIMBA N.V. and the licences as 'Curacao Gaming Control Board, Anjouan Gaming Board'. The operator makes no Curacao claim anywhere that could be read, and neither Igloo Ventures SRL nor SIMBA N.V. appears in the Curacao Gaming Authority online licence register in the 27 August 2026 or the 3 September 2026 edition. A Swedish regulator decision of 12 May 2025 lists goldenpanda.com among the websites on which Igloo Ventures SRL conducts gambling activity, alongside instantcasino.com, discasino.com, sambaslots.com, luckyblock.com, winningz.com and seventeen others, so the sibling relationship to Instant Casino and Discasino rests on a regulator document rather than on a directory. Only winningz.com appears on both that list and the Anjouan register entry.

What the published terms leave out

The terms and conditions are the contract, and this set is incomplete as published. There is no version number and no effective date printed anywhere on it. Clause 1, headed 'Information about us', is where a player would expect to find the company. Clause 1.1 reads 'We provide the Services from the website to which the URL "URL" resolves from time to time', with the placeholder token printed literally. Clause 1.2 begins 'References in these terms and conditions to GoldenPanda.com, "we", "us" or "our" are to the company' and stops there. No company name, no registration number, no address, no regulator and no licence number follows.

That gap runs through the document. Clause 19.3 tells the player they may contact 'the relevant licensing authorities as mentioned in clause 1.2', and clause 1.2 as published names none. There is no governing law clause and no choice of courts anywhere in the 24 clauses, so the terms do not say which country's law applies or where a dispute would be heard. No alternative dispute resolution provider is named. Clause 19.4 states that the operator's server records 'will be considered to be the final authority in determining the outcome of any claim/complaint'.

Several clauses shape what a player can do afterwards. Clause 7.3 states the player will have no claim whatsoever against the operator, its group companies or their directors, officers, shareholders or employees. Clause 24.2 bars the player from assigning their rights without written consent or a court order, while clause 24.1 lets the operator assign its own on written notice. Clause 6.5 says deposits are held separately from operational funds but gives no guarantee that they would be treated as separate from other assets on insolvency. Clause 15.1 makes any change to the terms binding as soon as it is published, so the version that applied on the day you deposited is worth saving. Casino Guru, reviewing the same document, records that it found no unfair or predatory rules in the terms; that is that publisher's assessment, and the clauses above are what the document says.

The complaint route the operator publishes

Clause 19 sets out the only route the operator offers. Step one is a complaint to customer support, and the operator commits to working to resolve it 'within 90 days of receiving notice'. Step two, if that answer does not satisfy you, is a request that the matter go to its compliance department. Step three, under clause 19.3, is the licensing authority named in clause 1.2, contacted through an email address 'set out in, or linked to from, the footer of our Website'. Clause 1.2 names no authority, and the footer read on 4 September 2026 carries no regulator, no seal and no such address. The addresses that do exist are support@goldenpanda.com on the anti-money-laundering policy, help@goldenpanda.com in the footer, and complaints@goldenpanda.com, which the operator gave in a public reply on Trustpilot and which appears on none of its own pages.

The Anjouan route is worth understanding before it is relied on. The Anjouan Gaming Authority's published third-party complaint policy states plainly: 'The Authority does not handle, mediate, or adjudicate player complaints.' Step one under that policy is a complaint to the licensed operator through the complaint submission function on the operator's interactive site seal, and the policy warns that complaints submitted through other channels may not be accepted. Operators must respond within 30 calendar days. The submission deadlines are 14 calendar days for a game outcome dispute and 30 calendar days for an account dispute covering payments, suspensions and bonuses, so the clock is short. If the matter is unresolved after 30 days, it escalates to an approved dispute resolution provider, mandatory for licensed operators and paid for by the operator; the approved providers are EGIS ADR, Axion ADR, iGaming ADR and CADRE B.V. Two facts side by side: that route is built on the operator's interactive site seal and applies to licensed operators, and goldenpanda.com carries no seal today and is not on the register. An archived snapshot of 15 February 2025 does show an Anjouan seal script on the page, which is not on the page served now.

The practical effect is that the 90-day commitment in clause 19.1 and the written record you build in steps one and two are the parts of this route that carry weight. Date every message, quote the clause you say has been misapplied, ask which clause the operator is relying on, and keep every reply.

Withdrawal delayed or refused

The hero block markets 'Fully Licensed' beside claims of fast registration and fast withdrawals. The terms print no withdrawal processing deadline at all. Clause 6.18 says the operator may 'delay or cancel withdrawals in order to carry out additional checks' which it considers necessary, at its sole discretion. Clause 6.17(b) makes any payout conditional on verification checks having been completed to its satisfaction, and clause 6.22 pays back to the deposit method on a first in, first out basis and allows it to delay or suspend withdrawals while it asks for more documents for a different method. Clause 8.1 caps what can leave: EUR 4,000 per day (about £3,400 / $4,400), EUR 10,000 per week (about £8,600 / $11,000) and EUR 20,000 per month (about £17,000 / $22,000). Clause 6.15 allows a processing charge deducted from the payout where the deposit was not wagered first. Complaints published on Trustpilot describe a withdrawal pending with no clear explanation and verification demanded only at cash out; a complaint published on Casino Guru describes three weeks of waiting on EUR 8,772 (about £7,500 / $9,700) with documents uploaded repeatedly. The operator's own public reply attributes delays to internal reviews, compliance checks and payment provider requirements.

Account blocked or frozen

Clause 17.1 is the widest clause in the document: the operator may restrict access and suspend or permanently terminate an account 'without cause and for any reason', with a nine-item illustrative list that includes a suspicion that the player 'may be having financial difficulties'. Clause 3.9 lets it run identification and other verification (KYC) checks from time to time and suspend or restrict the account until they are completed 'to our sole satisfaction'. Clause 11.2 adds an Access Restriction on reasonable suspicion of improper activity, and 11.2(b) says the remaining balance will be considered forfeit. Clause 3.2 permits one account only and clause 3.4 extends that to one per household, IP address, payment method or device, with clause 3.5 allowing closure of any or all of them on the operator's own belief. Clause 6.8 bars payment methods belonging to anyone else, including family members. Complaints published on Casino Guru describe an account closed for alleged duplication with EUR 4,800 (about £4,100 / $5,300) inside and verification stuck through repeated document requests; one published on AskGamblers describes a EUR 1,000 withdrawal outstanding for 13 days before the account was closed with no reason given. Ask in writing which clause was applied.

Winnings voided or confiscated

Confiscated winnings at Golden Panda rest on clause 11. Clause 11.4 lets the operator withhold payment where it suspects dishonesty, over a non-exhaustive list covering identity and payment offences, third-party funding, promotional abuse, automated players and collusion. Clause 11.5 reserves the right to confiscate funds where such activity or a bonus abuse attempt is detected, and 11.5.1 and 11.5.2 define what the terms call a dishonest game pattern, including delaying game rounds, leaving large bets on the table and building in-game value with bonus money before cashing out on real money. Clause 11.6 extends this 'across our network', allowing bonus funds and associated winnings to be voided and real-money balances and pending withdrawals to be withheld. Clause 6.8 makes deposits from a third-party method invalid and any winnings from them null and void. Clause 4.4 forfeits funds deposited by anyone located in a Restricted Territory. Clause 9.3 caps winnings on a bonus not tied to a deposit at EUR 10 and removes the rest. Clause 16.2 deducts 10 per cent of a dormant balance a month to a EUR 10 floor. Complaints published on AskGamblers describe EUR 33,000 (about £28,000 / $36,000) annulled after a bonus win.

Site not responding or gone dark

Golden Panda has not gone dark, but parts of it can go dark to you. On 4 September 2026 the home page returned HTTP 403 behind a Cloudflare interstitial and loaded only through a rendering proxy, while the privacy policy, responsible gambling and bonus terms pages returned a 'Region Access Restricted' panel instead of their text, so the wording you agreed to may differ by region. The /faq path returns the home page rather than a FAQ document. The footer licence component is served with an empty value, and an Anjouan seal script present on an archived snapshot of 15 February 2025 is not on the page today. If pages become unreachable, save what you can and record the date and the message. Clause 15.1 makes changes binding as soon as they are published, so keep the version that applied when you deposited. Complaints published on Trustpilot describe template replies and support chats that do not advance a case. Clause 19.1 commits the operator to work towards a resolution within 90 days of your notice, and clause 19.4 treats its own server records as the final authority, so your dated record of every request and reply is the counterweight.

What the record shows

The Swedish Gambling Authority (Spelinspektionen) prohibited Igloo Ventures SRL, with immediate effect, from providing gambling in Sweden without the necessary permission (decision 25Si669, 12 May 2025). The decision names goldenpanda.com twice: as one of the three websites the supervisory case was opened against, alongside instantcasino.com and sambaslots.com, and again in the decision's own list of the websites on which Igloo Ventures SRL conducts gambling activity. The decision records that Swedish was selectable and preselected on entry from a Swedish IP address, that the sites were marketed to Swedish consumers through affiliates, Twitch and advertising on Swedish-language websites, and that Swedish consumers were not prevented from registering. It gives the operator's Anjouan number as ALSI-142311005-FI2, the register's format. Igloo Ventures SRL was given the opportunity to respond and did not.

The Australian Communications and Media Authority published a formal warning to Igloo Ventures SRL concerning a different brand, Lucky Block, on a page last updated 1 November 2024. The warning document itself could not be read on 4 September 2026, so its contents are not summarised. Two facts sit beside it and are recorded here so the entry is not read as more than it is: goldenpanda.com is not on the ACMA blocked gambling websites list, which was read the same day and does render (instantcasino.com is on it), and a site-scoped search of acma.gov.au for 'golden panda' and 'goldenpanda' returned nothing.

Is Golden Panda legit?

"Legit" needs unpacking. Golden Panda prints licence number ALSI-1423 l 1005-FI2 on its site, but the register check recorded on this file does not support it. Our file records 3 documented items about Golden Panda, set out above with their sources. No UK Gambling Commission licence is recorded for it, so GamStop and the UK dispute framework do not apply, which matters more than any review score if something goes wrong. A licence is not a promise that players are treated fairly.

Complaints about Golden Panda

Trustpilot, read on 4 September 2026, shows a TrustScore of 2.2 out of 5 across 530 reviews, with 337 of them at one star and 118 at five. The profile is claimed and the platform records replies on 67 of 74 negative reviews. Complaints published there describe withdrawals left pending with no clear explanation, a deposit in USDT not credited, verification demanded only at cash out, including a request to verify a joint bank account after the player had asked for payout to an already verified personal account, template replies and support chats that do not advance the case, winnings voided, and confusion over which regulator applies, one review saying the operator 'provides conflicting information, citing regulatory authorities in either Anjouan or Curacao'. Positive reviews on the same page describe quick payments and a site that runs smoothly. The operator's own reply says withdrawal requests 'may be subject to internal reviews, compliance checks, and payment provider processing requirements, which can sometimes result in delays'.

Casino Guru publishes a Safety Index of 2.5 for the brand, which that site classifies as very low, and a complaints tab showing 48 in total: 6 unresolved, 12 resolved and 30 rejected. It records 7 complaints directly about this casino and 41 about related casinos, and carries a flag stating that the casino does not cooperate with its complaint specialists on complaints submitted through that site. Complaint titles published there describe an account said to be malfunctioning after large winnings, an account reopened after the player reported gambling problems, an account closed for alleged duplication (EUR 4,800, about £4,100 / $5,300), confiscated winnings (EUR 4,465, about £3,800 / $4,900), a withdrawal delayed over a verification issue (EUR 8,772, about £7,500 / $9,700) and an account closed with funds confiscated (EUR 3,000, about £2,600 / $3,300). Two of those cases were read in full. In the first, the published summary describes a player waiting three weeks for a withdrawal, uploading documents repeatedly while the account stayed unverified, and the operator then closing the account citing a breach of its terms and voiding the funds; that complaint was rejected because the operator supplied evidence which, being sensitive, was not disclosed. In the second, an account was closed for an alleged breach with EUR 3,000 confiscated, the operator did not respond at first, and it later restored access and returned the money.

AskGamblers records 4 complaints, all marked resolved, with an average disputed amount of $508 (about £400) and an average duration of 6 days. Complaints published there describe roughly CAD 1,144 (about £630 / $820) not received 18 days after a wallet was supplied for a refund, winnings of EUR 33,000 (about £28,000 / $36,000) annulled after a bonus win where the player says the wagering requirement was met, a EUR 1,000 (about £860 / $1,100) withdrawal outstanding for 13 days followed by closure of the account the next day with no reason given, and three deposits said to have been declined that the player says never returned. These are attributed player reports, not findings against the operator, and an operator carrying anti-money-laundering duties is entitled to run checks. Casino Guru's published titles also include a delayed deposit and a missing cashback payment, and complaints published on Trustpilot and AskGamblers describe a deposit in USDT not credited and three deposits said to have been declined, so the published themes are not confined to cash out. Casino Guru's tab records 12 of 48 as resolved and 30 as rejected, and AskGamblers records all four of its complaints as resolved.

A complaint about Golden Panda should go to Golden Panda itself first, in writing, through the complaints channel it publishes or its support address where it publishes none, with every reply kept. If Golden Panda does not resolve it, there is no regulator to escalate to, and in practice the pressure comes from the evidence your own records support. What the licence requires

If the amount is large

A five or six figure balance meets the published limits first. Clause 8.1 caps withdrawals at EUR 4,000 a day, EUR 10,000 a week and EUR 20,000 a month (about £17,000 / $22,000), so a balance of EUR 100,000 (about £86,000 / $110,000) takes five months to leave at the operator's own stated rate. Casino Guru's directory entry gives EUR 50,000 a month instead, and the operator's own clause is the figure that governs. On top of the caps, the anti-money-laundering policy sets thresholds the terms do not: step two verification on any withdrawal or a deposit over EUR 2,000 (about £1,700 / $2,200), and step three, a source of wealth request, on a deposit or withdrawal over $5,000 (about £3,900), with the withdrawal held until it is complete. Clause 6.11 allows a source of funds check with suspension or termination if the operator cannot satisfy itself the source is legitimate. Enhanced checks on a large payout are ordinary for an operator carrying anti-money-laundering duties. What is different here is the register position: the Anjouan permission the operator names covers nine other domains and not this one, and the Authority's published position is that it does not adjudicate player disputes in any event. Nothing in the terms creates a VIP tier with different limits, so a VIP host who stops replying changes nothing contractually, though the silence is worth recording with dates. Clause 4.2 lists the USA and the named US overseas territories, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico and the US Virgin Islands, among the Restricted Territories, and clause 4.4 treats funds deposited by anyone located in one as forfeit. Clause 11.1(b) requires the player to warrant they are not physically located in a Restricted Territory while wagering, and clause 4.3 states the operator deploys technological solutions to prevent access from them.

If you are in the EU

Sweden is the strongest item on the public record. Spelinspektionen prohibited Igloo Ventures SRL from providing gambling in Sweden without the necessary permission on 12 May 2025 (decision 25Si669), and that decision names goldenpanda.com both as one of the three sites the case was opened against and in its own list of the operator's websites. Belgium blocks the domain: goldenpanda.com sits at entry 638 on the Belgian Gaming Commission's published list of blocked illegal gambling sites, by decision of 1 July 2025. Clause 4.2 separately names Bulgaria, Malta and Lithuania, plus French Guiana, Guadeloupe and Martinique, as Restricted Territories, and no other EU state is listed. The Netherlands regulator's sanction decisions overview, read on 4 September 2026, carries no entry for this brand or either company.

If you are in Canada or Australia

Clause 4.2 does not name Canada or Australia among the Restricted Territories, though the clause itself is prefaced 'include, but are not limited to', so the list is not exhaustive, and the clause opens by reserving a sole and absolute discretion to prevent access from territories the operator designates from time to time. goldenpanda.com is not on the ACMA blocked gambling websites list, which was read on 4 September 2026 and does render. ACMA did publish a formal warning to Igloo Ventures SRL concerning a different brand, Lucky Block, on a page last updated 1 November 2024; the warning document itself could not be read, and a site-scoped search of acma.gov.au returned nothing for this brand.

If you are in the UK

Clause 4.2 names the United Kingdom among the Restricted Territories and clause 4.4 says funds deposited from one are forfeit and will not be returned, so an account opened from there is outside the operator's own rules. No Gambling Commission permission is claimed anywhere on the site, which puts GamStop, the Commission and the domestic dispute service outside the picture; the Commission's public register search could not be completed on 4 September 2026 because the results pane renders client-side.
