The regulator treated this as evidence that safer gambling controls did not follow customers between the group's brands. LC International, Coral's licensee, bore £14 million of the total for combined social responsibility and anti-money laundering breaches, with the remaining £3 million attached to the group's retail estate, and the whole amount was directed to socially responsible purposes.
