Ownership and history
21.com launched in 2018 as the first casino brand of the Malta operator Betpoint Group Limited, a company founded in 2016 and registered in Malta under company number C52434. The operator was later renamed BP Group Limited, with its registered office at The Ferries Business Centre, 9 Guze Fava Street, Sliema SLM 1632, Malta. The brand sat alongside a stable of sister casinos run by the same company, including UltraCasino, NeonVegas, NitroCasino, JustSpin, RapidCasino and others, all promoted through the operator's in-house affiliate programme, PressEnter Partners. Early in its run, 21.com won the Best New Casino category at the AskGamblers Awards, its most prominent industry recognition.
Licence and regulatory position
21.com operated under Malta Gaming Authority Type 1 B2C Gaming Service Licence MGA/B2C/203/2011, held by BP Group Limited, which the MGA register records as Licensed. The MGA register's list of approved URLs for that licence no longer includes 21.com. It now lists kodabet.com and karhubet.com alongside the operator's other brands, reflecting the brand's replacement at regulator level.
Rebrand to KodaBet and KarhuBet
On 1 October 2025, 21.com was discontinued and rebranded, becoming KarhuBet for Finnish players and KodaBet for the rest of the world. Existing 21.com account holders were migrated to the new brands rather than simply having their accounts closed.
Searching for 21BetShop? That is a different operator
A steady trickle of searches for 21BetShop lands on this page, and the two brands are easy to conflate, but they have never shared an owner. 21.com belonged to Betpoint Group Limited (BP Group), a Malta company licensed by the Malta Gaming Authority, and closed in October 2025. 21BetShop, at 21betshop.com, is a white-label casino on the ProgressPlay Limited platform, licensed by the UK Gambling Commission under account 39335, where the register records the 21betshop.com domain as Inactive. A complaint about a 21BetShop withdrawal aimed at 21.com's operator, or the other way round, goes nowhere.
That difference decides the withdrawal route. Ask first which rules bind 21.com on a large payout, because two sets do and neither is the Great Britain one. Netherlands: since 3 July 2026 the Hoge Raad’s position is that the absence of a Dutch licence does not make the contract void, so any claim there is a case-by-case one for mistake or in tort. No other EU country gives us a sourced route to describe, which leaves the Malta Gaming Authority’s player-complaint procedure.
If you are in Canada or Australia
Neither country adds a route unless 21.com is registered locally, which this page does not assert. In Canada, Ontario runs the only regulated private market: there you would complain to 21.com, obtain a complaint number and ask iGaming Ontario to review, and even then it cannot settle bets, refund wagers or award compensation, while the AGCO says a complaint to it will not resolve your dispute and it cannot make a gaming site return your money. The other provinces run government monopolies and we have found no route in them.
