Who runs Casumo, and where it stands with the UKGC

Casumo is a Maltese operation through and through. The operating company, Casumo Services Limited, is registered in Malta and sits within Casumo Holding plc, a privately held group founded on the island in 2012, with its principal licence today issued by the Malta Gaming Authority. British players should note a significant change: Casumo held Gambling Commission licences from November 2014 but surrendered all of them on 3 November 2023 and withdrew from the British market. While it was UK-licensed it carried GamStop coverage and an approved dispute route, so those protections applied to play placed before the exit, and its UK regulatory history stays on the public register.

Two penalties in three years

Few brands illustrate repeat enforcement better. In 2018 the Gambling Commission imposed a £5.85 million penalty package on Casumo for anti-money laundering breaches and failures against the social responsibility code. A second licence review opened in October 2019, and in March 2021 the regulator announced a £6 million fine for further historic failings: one customer lost £1.1 million over three years without a responsible gambling interaction, another lost £89,000 inside five hours, and another £59,000 in 90 minutes. Being sanctioned twice within three years, for overlapping categories of failure, is precisely the pattern the Commission's escalating penalty framework exists to capture.

Player-reported issues

Complaint threads on casino.guru and AskGamblers describe a familiar cluster: withdrawals pending well beyond the 72 hours Casumo's own terms promise, verification stretching towards four weeks, and live chat repeating that a matter has been escalated with no timeframe attached. Several AskGamblers cases involving British players were logged as resolved, including one where verification and a withdrawal sat pending for 13 days. All of this is individual player testimony rather than adjudicated fact, and document checks themselves were a licence obligation; the legitimate grievance is usually about timing and communication, not the existence of a check.

Where that leaves a claim

The surrender of the British licence does not erase what happened while Casumo traded here. Losses incurred up to November 2023 arose under Gambling Commission rules, and both penalty packages are published, dated and quotable. A player building a case would set out their own deposit and loss history, show where mandatory interaction or source-of-funds duties appear to have been missed, and anchor the argument to the regulator's findings from 2018 and 2021. The usual sequence still applies: a formal written complaint to the operator first, escalation afterwards, with the enforcement record supplying the context throughout.

If you are in the United States

Online gambling in the United States is licensed state by state, and this file records no state licence for Casumo, so no state regulator has authority over the Casumo account or over the money in it. In August 2025 a bipartisan coalition of 50 state attorneys general asked the Department of Justice to act against offshore platforms operating without proper licensure; that is enforcement, and it does not return a balance to a Casumo player. Your state attorney general or state consumer protection office will put the Casumo dispute on record. The route that actually reaches Casumo is the licensed one: the Casumo complaints procedure, then the Malta Gaming Authority’s player-complaint procedure.

If you are in the EU

Two EU courts have decided that a licence from somewhere else is no answer to a player’s refund claim, which is the point if Casumo was not licensed where you played. The Austrian Supreme Court, in 1 Ob 229/20p, rejected a Gibraltar licence as a defence: no Austrian concession, no effective contract, stake repayable. The Court of Justice of the EU, in Case C-440/23 of 16 April 2026, confirmed that a member state may prohibit such services, treat the contracts as void and allow a consumer to reclaim the stakes, the operators in that case being Malta-licensed. Germany’s own lead ruling, BGH I ZR 216/25, is not out: the hearing is listed for 17 September 2026. The Netherlands is the counter-example, the Hoge Raad having decided on 3 July 2026 that the missing licence does not void the contract. Everywhere else in the EU there is no sourced domestic route to point you at, so the working route against Casumo stays its own procedure and the Malta Gaming Authority’s player-complaint procedure.

If you are in Canada or Australia

Neither country adds a route unless Casumo is registered locally, which this page does not assert. In Canada, Ontario runs the only regulated private market: there you would complain to Casumo, obtain a complaint number and ask iGaming Ontario to review, and even then it cannot settle bets, refund wagers or award compensation, while the AGCO says a complaint to it will not resolve your dispute and it cannot make a gaming site return your money. The other provinces run government monopolies and we have found no route in them. In Australia the Interactive Gambling Act 2001 bans online casino games and sports betting without an Australian licence; ACMA accepts complaints about breaches and tells players to contact the relevant licensing authority overseas, which on this file is Malta Gaming Authority (MGA).

If you are in the UK

A player in the UK gets no extra adjudicator here. Casumo is recorded on this file as licensed by Malta Gaming Authority (MGA) and not by the Gambling Commission, and the Great Britain framework attaches to a Commission licence: GAMSTOP covers Great Britain licensees only, the licence-condition ADR duty binds Commission licensees, and IBAS hears disputes only about operators registered with it. The Commission itself does not resolve individual complaints or recover money, but it does want sites offering gambling to Great Britain consumers without a Great Britain licence reported to intelligencereports@gamblingcommission.gov.uk.
