The starting point is the gap between a UK Gambling Commission licence and everything else. British-licensed sites owe enforceable duties on player protection, and there is a regulator with teeth behind them. Offshore, the picture varies enormously. The Malta Gaming Authority runs a genuine complaints framework. Gibraltar sits close to British standards. Curaçao has historically issued licences with minimal supervision attached, and newer flags of convenience such as Anjouan and the Costa Rica model offer even less. The Kahnawake commission occupies a niche of its own.
